SLIDE 3 Statutory Special Council Meeting
— The purpose of this Special Meeting of Council is to discuss potential revisions that may be required to the Town’s Official Plan and provide an opportunity for the public to
- ffer comments to Council regarding any issues or matters
that should be considered in the Official Plan Review. — Pursuant to Section 26(3)(b) of the Planning Act, before making revisions to the Town’s Official Plan, the Town is required to hold a Special Meeting of Council, open to the public, to discuss the revisions that may be required.

— Current Official Plan approved in February 2012, (Planning Act requires review/update every 5 years). — Scoped review to focus primarily on matters of Provincial and County policy. — Reflect updated legislation and planning frameworks, including:

Growth Projections
— Conform to the County Official Plan. — Town’s population forecast of 24,400 to 2031 (increase of 3,000 persons from 2011). — Town’s Official Plan forecasts 22,762 to 26,467 persons to 2026. — The settlement area boundaries are reflected in the County Official Plan, and are sufficient to accommodate forecasted growth to 2031.

Community Structure / Settlement Hierarchy — Direct majority of growth to settlement areas:
- Primary Settlement Area (Town of
Kingsville, and portion of Lakeshore Residential West)
- Secondary Settlement Areas (Village

Lakeshore Residential Areas, and areas of Industrial designations)

Residential Intensification — The County Official Plan requires that 15% of all new residential development annually occur by way of intensification (within built-up areas). — The Official Plan should:
- identify an intensification target (15%)
- provide polices to direct residential
intensification to appropriate locations
- include built form policies to protect the
character of existing stable residential neighborhoods.
— The Town is currently achieving the residential intensification target.

Affordable Housing — The County Official Plan requires that the Town plan to achieve a minimum affordable housing target of 20% of all new development. — Official Plan policies should identify strategies to encourage provision of affordable housing, and alternative forms
— The Town’s secondary dwelling unit policies (OPA 5) is a means to assist the Town in achieving their affordable housing target.

Parks and Open Space — Implement policy recommendations from the Town’s Parks, Recreation, Arts and Culture Master Plan:
- policy direction on when to take parkland
- vs. cash-in-lieu of parkland dedication
- identify lands that are unsuitable for
parkland dedication (i.e., hazard constraints)
- increase its target to 2.5 hectares of active
parkland per 1,000 residents

Natural Heritage — Updates to reflect PPS, 2014, and County Official Plan, for the protection
- f natural heritage features and
updated mapping. — Identification of a natural heritage system consistent with the Essex Region Natural Heritage System Strategy. — Policy recommendations will be further identified through the Natural Heritage Review Discussion Paper.

Recommendations
It is recommended: Council receive the report prepared by WSP dated February 7, 2018, respecting the Town of Kingsville 5-Year Official Plan Review: Statutory Special Meeting of Council under Section 26(3)(b) of the Planning Act for information purposes. Council direct Administration and WSP Canada Group Limited to consider all public comments received during the Official Plan Review process.
