1- Part of the electricity in water & part of the water in electricity

Electricity component is a major factor

▪ In the water supply security, and ▪ In the water delivery prices

3

Towards a Palestinian Program for symbiotic hybrid systems for the water sector

The stress on the demand for electricity affects the Water sector:

  • Palestine’s water supply is one of the biggest energy consumer sector in the country.
  • Pumping and wastewater treatment are impacted by the lack of energy resources

and the weaknesses of the grid. The stress on the demand for electricity makes the electrical systems more sensible to the Water sector too:

  • The specificities of operation of big pumps induce serious impacts onto the grid

2- Nexus “Water-Renewable Energies” symbiotic concept:

4

Towards a Palestinian Program for symbiotic hybrid systems for the water sector

A symbiotic hybrid renewable energy system, based on wind and solar power. This system is complementary of the existing electrical grid

2- Nexus “Water-Renewable Energies” symbiotic concept:

5

The Basics of the symbiotic system:

The unit of process is the whole interconnected water system

  • Optimizing the efficiency of the

global system, meanwhile

  • Minimizing the threats on each one
  • f the sub-systems.

2- Nexus “Water-Renewable Energies” symbiotic concept:

Political To improve (electrical) energy independency Technical Pumps are big consumers Reservoirs are storage Grid weaknesses Limited production means Social To decrease the cost of water for the citizens To allow new water systems to be built Environmental sustainability To replace noisy GENSETs by wind and PV plants To improve energy efficiency & independency Policy In some countries, even if policies about Renewable Energies are fuzzy, auto-production is almost always possible Economical To decrease the costs of energy for the water sector Energetical To improve energy efficiency to rationalize the consumption less levels of transformation less losses in transmission lines

Towards a Palestinian Program for symbiotic hybrid systems for the water sector

2- Nexus “Water-Renewable Energies” symbiotic

concept:

Benefits of the renewable Symbiotic Systems

  • 1. It shall reduce the costs for water and electricity
  • 2. It shall give more autonomy of operation to the water sector
  • 3. It shall strengthen the electrical grid and relieve it from the

impacts of one of its main consumers.

  • 4. It can avoid the use of GenSets during some periods of the

year.

3- Example of Tubas Renewable Energy for Water

  • 1. The technical concept design approach
  • 2. The permitting and regulatory approach
  • 3. The economical approach
  • 4. The importance of wind energy in the process (why it brings

the necessary change of paradigm)

Water Price in Palestine

To provide a financing starting base and a living demonstration pilot in order to deploy the same types of projects anywhere can be, with the target to secure and to decrease the price of the water for all Palestinian citizens

Water supply security and Price in Tubas

Stabilizing Electrical Grid and Autonomy To stabilize the electrical grid and to increase electrical autonomy Economic Development To create a reliable investment schedule for renewable energies local professionals business models To secure and to decrease the price of the water for the Tubas governorate’s citizens

The objectives

12

3- Example of Tubas Renewable Energy for Water The technical concept design approach:

Step 1 Modeling of the water network systems Step 2 Collecting the hourly consumptions of each pump Step 3 Assessing of the possible EnR capacity to implement.

3- Example of Tubas Renewable Energy for Water The permitting and regulatory approaches Approaches before the construction & exploitation (including Windmills) 1st of all : to fix Land Agreements Then, to decide under which regulatory framework to work Then, the permitting:

3- Example of Tubas Renewable Energy for Water The economical approach for a Pilot project:

Source: Business Plan and feasibility report of the construction project for the demonstration unit for Tubas- 21/12/2016

Remarks:

  • Figures are conservatives
  • It is a PILOT
  • In private finance 11yrs is too long
  • In Public finance 11yrs is also difficult
  • With Donors intervention , the Pilot is made possible.
  • But to upscale the concept, volume is needed,

so several projects are necessary to get economical viability

18

3- Example of Tubas Renewable Energy for Water The importance of wind energy in the process: Constraints: ▪ Dedicated approaches ▪ ESIA is heavier ▪ Wind resource Studies are long (12months min) ▪ Wind production results are highly technology-dependant.

3- Example of Tubas Renewable Energy for Water Advantages of getting Wind energy in the hybrid system:

▪ Land surface availability is a key factor Wind mills do not need many m2. ▪ CAPEX for wind mills has decreased and, providing a good scale is competitive with PV. ▪ Example of the whole REN system related production during Summer (average day- kWh)

4- Main points to solve at each city level

  • 1. The technical concept design approach

▪ To map the water system and to monitor the consumption of each pump ▪ To see forward (the future equipment, the future investments, the future means) ▪ To map the wind and sun resources over the lands ▪ To dedicate the best places nearby the city to renewable resources (means signed commitment from territorial authorities with a timeline) ▪ About windmills: use the wind atlas to check the wind resource.

22

Towards a Palestinian Program for symbiotic hybrid systems for the water sector 5- Why a National dimension for the program?

What for a « National dimension »?: Every Governorate with good wind resource, as: Tubas/Jenin/Nablus/Ramallah/Bethlehem/Hebron.. Elsewhere, make it but not hybrid (only with PV)

22

slide-12

5- Why a National dimension for the program?

  • 1. Targeted impacts on the water sector prices and security
  • 2. The National dimension improves knowledge, prices and sustainability
  • 3. Emulation for R&D and consideration in Education & Training
  • 4. Targeted impacts on Palestinian industries and incubators
  • 5. Targeted impacts on the National economy as a whole : cross

governorates economical exchanges.
