What is GNSSN?

GNSSN

  • human network operating at global,

regional and national levels, supported by a strong web platform.

  • a key support element of the Global

Nuclear Safety and Security Framework (GNSSF) defined here as “the institutional, legal and technical framework for ensuring the safety of nuclear installations throughout the world.

  • Share information and knowledge,

facilitate multilateral cooperation and coordination and capacity building.

“provide a gateway to sharing nuclear safety and security knowledge and IAEA services by making resources visible and available to all affiliated safety and security related networks.”

Based on INSAG 21

  • GNSSN is considered as the

means to sustain the implementation of the international legal framework and focuses on assisting Member States to meet their national responsibilities as well as their international

People who cultivate connections and relationships in a wider variety of networking contexts have greater

  • pportunities

to learn more, grow professionally and have a bigger impact on safety and security in their own countries.

How GNSSN works

Significant progress has been made as confirmed by the different GC resolutions and IAEA conferences

Different programmes need to be further developed

Fukushima Daiichi Accident Lessons Learned Portal

  • Provide MS with a single point of access to retrieve
  • bservations and lessons from the Fukushima Report
  • To list and share the observations and lessons learned

in a structured and consistent manner;

  • To allow a targeted search:

– by thematic area, – target audience, – specific IAEA Safety Standards, – Nuclear installation status.

  • The user will find the observation or lesson sorted by

relevance as well as a link to the original source document. https://gnssn.iaea.org/FukushimaLessonsLearned/SitePa ges/default.aspx

10th GNSSN SC meeting Recommendations

slide-18
SLIDE 18
  • The Secretariat is requested to ensure the

sustainability of GNSSN networks especially the transport safety networks and RegNet. Appropriate resources for the maintenance and further development of these networks should be made available through the IAEA regular budget.

18

Recommendations

  • TC Project INT 9184 on transport safety have

been approved by the IAEA board.

  • Process for further enhancing the coordination

within the NS Department in discussion to ensure optimized resources for the all networks including RegNet

slide-19
SLIDE 19
  • The Secretariat is requested to ensure best

coordination with the Technical Cooperation Department concerning the new TSO service for embarking countries.

19

Recommendations

  • TC project for European Region RER2016013

– 4 years project, approved in November 2017

  • TC project for the African Region RAF0053

– 4 years project, approved in November 2017

  • TC cycle for new projects 2020-2021 will start in

February 2018

  • The new TSO service will support Member States

in developing and strengthening their TSO capacity.

slide-20
SLIDE 20
  • The Secretariat is requested to ensure a link

between the information resources on transport safety and security

20

Recommendations

  • The link is implemented:

  • There is a need to further the coordination

between both organizational unites responsible for transport safety and security

  • The Steering Committee members will work closely with the Secretariat
  • n further developing the draft document on managing nuclear safety
  • knowledge. Steering Committee members have expressed willingness

to provide examples and their experiences to enhance the draft.

  • The Secretariat is requested to organize a consultancy meeting to

review the document on managing nuclear safety before the Technical Meeting taking place in July 2017.

COMPLETED

slide-21
SLIDE 21

Recommendations

  • The Secretariat is requested to provide updates on the INSAG 21 and the

review of the GNSSF The Secretariat is requested to ensure transparency in the selection process/criteria for the reviewers involved in peer review missions.

  • The Secretariat is requested to ensure the best use of regional networks to

promote the legal instruments including the convention of nuclear safety.

  • The Secretariat is requested to ensure that nuclear security is an integral

element of the International School on Nuclear and Radiological Leadership for Safety as well as ensure highest coordination with the Nuclear Energy Department.

  • The Secretariat is requested to further develop the draft report on capacity

building and share it with the Steering committee for further review and enhancement.

21

The 11th GNSSN SC meeting agenda is addressing these recommendation

slide-22
SLIDE 22
  • Further enhancements in the GNSSN IT platform, in close

coordination with the IAEA Central IT Units.

  • Interface with various encompassing entities of GNSSN to

enhance effectiveness for knowledge sharing and capacity building initiatives  Activate the GNSSN Governance Board. If necessary, revisit the GNSSN Governance Plan.

  • Different initiatives and supporting frameworks (from IAEA as well as

member states bi-lateral/multilateral agreements) conducted without an appropriate coordination and collaboration mechanism have led in some cases to gaps and overlaps in capacity building project

– Highly Needed a comprehensive strategy for capacity building guiding the development of an integrated nuclear safety plan for Member States

Lessons Learned Challenges

slide-23
SLIDE 23

Conclusions

  • The Agency through GNSSN will continue to:

– Play a central role in and provide a global platform for strengthening nuclear safety and security worldwide – Assist Member States, upon request, to develop and maintain a national nuclear safety capacity building programme – Play a key role in promoting the global nuclear safety and security framework
