Any program that is regulated by the State of New York or the City of NY will be invited to apply for a Star rating.

  3. Why is QUALITYstarsNY important to me? The QUALITYstarsNY will be aligned with the NYC Early Care and Education Unified Performance Measurement System (NYC ACS, DOE and DOH), which will affect all publicly-funded programs in NYC.

  4. HOW Does it Work? There are TWO different ratings systems: Center - Based Rating Family Child Care Rating

  5. Family Child Care Rating The maximum points in each category are: Learning Environment = 25 Family Engagement = 15 Qualifications and Experience = 35 Leadership and Management = 25 ------------ 100

  6. FCC POINTS SYSTEM The Family Daycare Provider will determine the number of points they are able to obtain in each of the four categories, based on the Program Practices & achievements they are able to verify with supporting documentation. Family Daycare Programs can achieve up to 100 points. The total number of points obtained determines how many stars the FCC program earns: Regulated Program …………. 1 STAR � 20 – 25 points ........................ � � 2 STARS 26 – 50 points ........................ 3 STARS 51 – 75 points ........................ 4 STARS � � � 76 – 100 points ...................... 5 STARS

Nationally Accredited Providers (NAFCC) Family Daycare Providers Providers who have been in business continuously for at least 5 years and are accredited by the National Association for Family Child Care (NAFCC) automatically receive a Four Star rating , • You will earn the maximum number of points in the categories of Learning Environment, Family Engagement, and Leadership and Management (65 points), thus receiving a Four Star rating. • Then providers can determine the number of additional points they are able to obtain in the Qualifications and Experience category and add that number to the previous points (65).

EXAMPLE • Ms. Mary Smith is the onsite provider of Beautiful Futures Group Family Daycare in NYC. • She is a licensed provider for the last five years. • Her daycare provides services for 10 children ages 6 weeks to 5 years old and she also has 2 after-school children. • Ms. Smith participates in the CACFP food program.

  10. First Step Ms. Mary Smith enrolled for 90 hours of NAFCC Accreditation training. She completed and passed her observation visit and was granted NAFCC Accreditation. Ms. Smith submitted her paperwork to QUALITYStarsNY for final FCC rating.

  11. Second Step Ms. Mary Smith submitted evidence of her NAFCC Accreditation that granted her automatically 65 of a total of 100 points . Learning Environment = 25 Family Engagement = 15 Leadership and Management = 25 ------------- TOTAL: 65

  12. Third Step Ms. Mary Smith knew she could add up to 35 additional points for the last category: Qualifications and Experience

Qualifications and Experience (maximum of 35 points) First Aid/CPR training 1 point 45 training clock hours in management, leadership, and/or administration (or for Group FCC in supervision) 2 points At least 3 years experience in a leadership position (owner) in a FCC Program 1 point At least 3 years experience in any teaching position in an FCC program 2 points Provider has been in business continuously for 5+ yrs. 3 points Mary Smith’s TOTAL additional points in this category = 9 POINTS

Qualifications and Experience ADDITIONAL FOR NAFCC ACCREDITATION ADDITIONAL Points Mary Smith obtained: Administrative Experience: 3+ years experience in a leadership position in a nationally accredited Family Day care Program (NAFCC accreditation) 1 point Teaching Experience: 3+ years experience in a leadership position in a nationally accredited Family Day care Program (NAFCC accreditation) 2 points

  15. ADD UP THE POINTS NAFCC Accreditation 65 points Education/Experience (Regular) 9 points Additional points on Education & Experience for NAFCC 3 points TOTAL: 77 points = 5 Star Rating

  16. How About the CDA? The CDA Credential adds TWO (2) points to your Qualifications/Experience Category. It’s a great certification to have in ADDITION to the NAFCC Accreditation. The NAFCC Accreditation gives you 65 automatic points and places you in a 4 Star rating without having to go through the Rating Evaluation System.

  18. NAFCC Accreditation Training 90 hours (9.0 CEU’s) NAFCC Accreditation in class training for licensed NYC daycare providers

  19. REQUIREMENTS • Have a high school diploma or GED • Provide care to a minimum of three (3) children in a home environment. At least one child must not reside in the provider’s home • Be the primary caregiver, spending at least 80% of the operating hours actively involved with the children. • Have at least 12 months experience as a licensed family child care provider. • Have a favorable state and federal criminal history • Maintain a current First Aid and Pediatric CPR certification • Be a NAFCC member and adhere to the NAEYC Code of Ethical Conduct (Cost: $35/year)

  20. FEES AND TUITION Registration Fee: $ 100 (non-refundable) - CCN of NY Provider $ 200 (non-refundable) - Other Sponsor Tuition: $ 2,000 - Covers 90 hrs classroom training Books/Materials: $ 75

  21. EIP SCHOLARSHIPS The Educational Incentive Program (EIP) is a scholarship program which helps providers pay for high quality training and education they need to provide quality care to children. Child care providers will be required to be caring for children in a program regulated by the New York State Office of Children and Family Services or the New York City Department of Health. Scholarship amounts are determined using your household size and income as reported on your most recent IRS Form 1040.

  22. NAFCC The NAFCC Accreditation is a PRE-APPROVED CREDENTIAL by The New York State Educational Incentive Program (EIP) It will cover the cost of NAFCC Accreditation training (final scholarship amount will depend on the provider’s income). Provider’s can also submit for an EIP scholarship to cover the NAFCC application fee ($500) that will be submitted by the provider directly to NAFCC for final accreditation.

  23. LOCATION Classes will be conducted at Child Care Network of New York’s Training Center located at: 78-80 82 nd Street, Ground Floor Glendale, New York 11385 We will also offer a SATURDAY session in Brooklyn from 9AM to 2PM

  24. 2011 SCHEDULE Fall 2011 Semester Will start June/July 2011 Classes: Tuesday-Thursday / 6-8:30pm Saturdays AM and PM session Sunday 10-2:30pm (Spanish speakers)
