Generally, 30V transient voltage could damage Ethernet IC PoE IC can only sustain 100V transient voltage Gigabit Ethernet requires low capacitance load on data line (<10pF) There are types of devices operated in different PoE mode Actually, PSE and PD has different circuit, and requires different design SPD must have high surge capability and reliability
How To Evaluate PoE SPD
Does it compatible with IEEE 802.3af & 802.3at standard? Does it compatible with non-standard PoE devices? What’s the performance when apply on real PoE devices? If its surge capability is real? Is it small enough for your installation? Will your devices be damaged before SPD failure?

Conclusion
PD1000MG can reach 1KA discharge current per line, that means total 8KA for
line to earth protection.(Refer to IEC61643-21)
It won’t affect transmission of Gigabit PoE, even apply on 100M CAT5e cable. Protection capability was demonstrated by real application, PD1000MG does
protect devices from damage.
