RTAC Quarterly Report Financial Report: Attached Structure Update: Painter will head a new subgroup of Physicians. The data and hospital subgroups will start to meet together but remain two different groups working to complete the BIS goals that they have been assigned. Due time restraints, this was not able to be accomplished at the last meeting. Activities Planned: Jaina Carnes the Chair of the Region 1 RTAC and Scott Lewis the Region 1 RTAC Coordinator dates are being set based on schedules to start visiting hospitals. During these trips there are plans to try and meet with EMS services in the area as well in an attempt to get more involved with the RTAC as well.

Quarterly meetings and work within the region. We are currenly working on plans and logistics for the 4th Annual Trauma Symposium to be hosted again in Gainesville Georgi at the new Lanier Technical College

RTAC Quarterly Report Current Needs: Regional Summary: The Region 4 RTAC Committee has had Executive Committee changes, since the last quarterly

  • update. James (Sam) Polk has been appointed RTAC Chair, by the Region 4 EMS Council. This

change has brought forth the identification and need for more Committee members/membership, throughout the Region. As 2019 moves forward, we are gaining more ground on recognition, education, and insight on the needs of Region 4.

  • 1. 2019 Goals:
  • a. Completion of STB for all Public Schools and Buses within Region 4, and

distribution of training kits to each school.

  • 1. All schools are trained with kits in place. (complete)
  • 2. Train an additional 10 (at least), per school. This will assist the Nurse (or

designated coordinator) in feeling more comfortable with teaching the class on their own (sustainability). Completion goal before the beginning

  • f the 2019-2020 school year.
  • 3. Train all school bus drivers and place kits in each bus. Scheduling is

currently in progress with each School System Transportation

  • Department. Completion goal before the beginning of the 2019-2020

school year.

  • 4. The approximate number of kits needed will be about two-hundred (200)

per county, for each bus. There are currently eight (8) counties remaining, that need training. The total number of kits needed will be about one thousand-six hundred (1,600).

  • 5. Completed counties are: Meriwether, Pike, Spalding, and Upson.
  • 6. SUNSET DATE FOR ALL SCHOOLS AND BUSES TO BE COMPLETE AND

SELF-SUSTAINABLE IS AUGUST 31, 2019.

  • b. Completion of Stop the Bleed Training for (and equipping) Emergency

Departments.

  • 1. The biggest challenge has been getting the appropriate audience with the
  • hospitals. Reaching out to the ED Director is key, but getting the time

added or ‘squeezed’ into staff meetings is the biggest challenge.

  • 2. Regional Healthcare Coalitions are the getting me on the agenda, to

present the initial material. This will also help get the ED’s participation.

  • 3. Region 4 has ten (10) hospitals. The total number of tourniquets needed

are fifty (50), and ten (10) training tourniquets.

  • 4. SUNSET DATE FOR ALL EMERGENCY DEPARTMENTS TO BE COMPLETE IS

DECEMBER 31, 2019.

  • d. The Regional Improvement Grant for the next fiscal year is expected to be for

Pre-Hospital Trauma Life Support (PHTLS) classes to be offered throughout Region 4. The goal will be to include training for new instructors, as well.

  • e. Host Cadaver Labs (2) within Region 4.
  • 1. Locations will be on the east side of the region, and the west side of the

region.

  • f. Gain Trauma Center Designation reporting for two (2) hospitals, in Region 4. The

Designation goal is Level 3 or Level 4.

  • 1. Upson Regional Medical Center has paused their reporting. URMC has an

interim CEO and CFO. They interim CEO has opted to focus more on Stroke Center status, until a permanent CEO is chosen.

  • 2. Strategic locations of Trauma Centers in Region 4 have been identified.
  • 1. One hospital on the I-75 corridor.
  • 2. One hospital on the I-85 corridor.

The removal of the RTAC coordinator from being housed at the hospital was beneficial for many reasons, however it has created a disconnect from the only Level I program in the region. There is need for space at the hospital to work on- site to avoid duplication in efforts. Support and structure from EMS council on bylaws, communication, projects.

RTAC Quarterly Report Region 9’s new chair, Dr. Alexis Gage, took over in November of 2018- she has been a great asset to the committee as we re-build and grow. Our EMS council needs to work with the RTAC to clarify how the bylaws will be set up—and work together to avoid duplication. The board for the RTAC has been officially set, and the first meeting of 2019 will occur in April 2019. The Stop the Bleed School Response Program was 100% complete on August 13th, 2018. As we distribute training kits to The Stop the Bleed School-Transportation Program has also been extremely successful, with 88% of counties complete. Chatham County which hosts over 450 bus drivers will be completed by the end of the academic year; two counties have not participated on any level. The sunset date for the program is June 30, 2019. Schools are receiving training kits as we deliver the red STB kits for the transportation department. Each school system that is receiving a blue training kit is also receiving a small STB update sheet to ensure program sustainability and refresh the staff on kit placement (attached) The RTAC will begin training ED’s, starting with Jeff Davis Hospital in March. The majority of this training will be set up through the regional coalitions, with the RTAC coaching the effort and continuing to distribute kits, collect data and offer training support. Our region is working with Memorial health to conduct injury prevention research into pedestrian vs MVC collisions—we have been diving into over 1,000 trip reports to categorize each incident based on location, age, traffic reports and more. DPH is helping with the reporting aspect. The research has been accepted for a poster presentation at the TCAA annual Symposium in Las Vegas on April 30th, 2019. Due to a void in mass casualty training, our RTAC partnered with Savannah Police, GEMA/HS, Savannah Fire, Chatham EMS, the FBI and Fort Stewart EMS to create an Active Threat/ Mass casualty committee. The committee has over thirty ‘members at large’ and is focusing on major events in Chatham County in 2019 with the attempt to expand regionally in 2020. The RTAC Coordinator, Stephanie Gendron is working on obtaining her Certified Emergency Manager Certification (GA CEM).

(3/19) should provide a great opportunity to discuss implementation with the Region 10 RTAC. Regional Summary: Stop the Bleed continues to be a great success in the region. Every school has received Stop the Bleed kits and only one county remains without proper instruction. A total of 2,066 people (K-12) and 77 schools have been trained. Schools in Region 10 received an additional 2 training kits during this quarter. Solid communication is established with Oconee County, the

  • ne remaining school district that has yet to participate in Stop the Bleed. Trainings for school

personnel in Oconee are currently planned for the months ahead. The K-12 Stop the Bleed initiative is nearing completion in Region 10. The next step is to focus attention and resources to the bus drivers in Region 10. Communication with school super intendents is likely necessary to initiate widespread adoption. Furthermore, a proposal establishing partnerships among institutions of higher education has been submitted. This proposal is designed to allow for smaller universities to adopt Stop the Bleed on their campuses. The University of Georgia will assist with oversight and ensure success. Funding from the RIG has yet to be

  • processed. TECC trainings in Region 10 are preplanned and ready to begin once the funding is

received.
