  2. National Highway System

  3. Pavement & Bridge Condition Performance Measure Condition Reporting Period Percentage of Pavements Interstate Good & Poor Biennially, with 4 year Non-Interstate NHS Good & Poor performance periods Percentage of Bridge Deck Area National Highway System (NHS) Good & Poor

  4. Data Limitations ▪ Pavement & bridge data analysis • Collected data versus data required for federal measures • Incomplete data • Missing data ▪ Continue coordination with TxDOT

  5. Regional Conditions & Targets ▪ Historical percentages of Pavement & Bridge averages: • Good & Fair = 50/50 split • Poor = Less than1%, except 11% for Non-Interstate NHS pavement ▪ Set Targets for 2020 & 2022 based on a historical trends

  6. System Performance (PM 3) Performance Measures Karen Owen September 19, 2018

  7. System Performance Measures (PM 3) ▪ Reliability • Personal Miles Traveled • Freight Travel Times ▪ Congestion • Peak Hour Excessive Delay • Non-SOV Trips

  8. Reliability Performance Measures Measure Applicability Reporting Period Interstate Percent of Person-Miles traveled Biennially, with 4 year Non-Interstate that are Reliable performance periods National Highway System (NHS)

  9. What is Reliability? ▪ Level of Travel Time Reliability (LOTTR) – Ratio of the 80 th percentile (bad traffic) to the 50 th percentile (normal) travel time ▪ “Unreliable” roadway - the driver will allow 90 minutes for what is normally a 60 minute trip (60 minutes x 50%)

  10. Reliability Target Setting Draft Regional Targets % of Person-Miles traveled 2017 2020 2022 that are Reliable Baseline Target Target Interstate 63% 56% 50% Non-Interstate National Highway System 73% 63% 52%

  11. H-GAC Programs ▪ Reliability strategies • Tow & Go Program • Intersection improvements • Capacity projects • Grade separations • TransStar • Call for Projects • Increase transit use

  12. Freight Reliability Measure Applicability Reporting Period Biennially, with 4 Year Truck Travel Time Reliability Index Interstate Performance Periods Ratio of the 95 th percentile to the 50 th percentile (normal) travel times

  14. Congestion - PHED Peak Hour Excessive Delay (PHED) ▪ The average amount of extra travel time experienced by the traveling public annually on the National Highway System.
