Data Limitations

▪ Pavement & bridge data analysis

  • Collected data versus data required for federal measures
  • Incomplete data
  • Missing data

▪ Continue coordination with TxDOT

slide-5
SLIDE 5

Regional Conditions & Targets

▪ Historical percentages of Pavement & Bridge averages:

  • Good & Fair = 50/50 split
  • Poor = Less than1%, except 11% for Non-Interstate NHS pavement

▪ Set Targets for 2020 & 2022 based on a historical trends

System Performance Measures (PM 3)

▪ Reliability

  • Personal Miles Traveled
  • Freight Travel Times

▪ Congestion

  • Peak Hour Excessive Delay
  • Non-SOV Trips
slide-8
SLIDE 8

Reliability Performance Measures

Measure Applicability Reporting Period Percent of Person-Miles traveled that are Reliable Interstate Biennially, with 4 year performance periods Non-Interstate National Highway System (NHS)

slide-9
SLIDE 9

What is Reliability?

▪ Level of Travel Time Reliability (LOTTR) – Ratio of the 80th percentile (bad traffic) to the 50th percentile (normal) travel time ▪ “Unreliable” roadway - the driver will allow 90 minutes for what is normally a 60 minute trip (60 minutes x 50%)

H-GAC Programs

▪ Reliability strategies

  • Tow & Go Program
  • Intersection improvements
  • Capacity projects
  • Grade separations
  • TransStar
  • Call for Projects
  • Increase transit use
