System Assessment Project Status Update Phase one: relay setting comparison • All contract engineer reports have been reviewed and no additional corrective actions have been required. • At Newport, additional documentation effort is required before a contract engineer is able to perform the comparison. Phase two: record drawing review • Contract engineer reviews have been completed on thirteen stations, with VELCO acceptance review completed on the same thirteen stations. • Newport has been added as a station requiring drawing review and will require an additional effort to prepare the documentation before engaging the contract engineer. Phase three: relay setting basis • Anticipated completion of contract engineer reviews for the Vernon & VY areas is in September, and the anticipated completion of the Essex area is in July. • It was identified the cross tripping of 345kV A & B systems does not meet NPCC requirements. VELCO is in the process of making design enhancements and will be establishing a corrective action plan for systems that are already in service. Phase four: line testing • Fourteen of thirty-four lines have been tested. Summary reports are still pending from the contract engineer. 5/15/2012  2
