  3. Phase 1 – Flagging for Suspicion • Large-Scale Data Analysis to flag potential illegal activity.

  4. Phase 2 – Individual Trip Review 1. Was the vessel’s reported fishing activity and catch location on the fishing grounds for that species? 2. Did the vessel spend any fishing time in the area where it reported its catch? 3. If a NOAA observer was onboard, did the FVTR match the observer’s report? 4. How did the vessel’s reported catch rate in each stat area compare to other vessels fishing in its proximity? 5. How did the vessel’s reported catch rate in a stock area compare with previous and subsequent trips in the same area? 6. Was the vessel’s flagged fishing activity due to tows that crossed the border of two stock areas? 7. Was the vessel targeting a species other than the stock area species? 8. Were there any obvious errors in the FVTRs, VMS, or data entry? 9. How did the vessel’s reported catch rate in a particular location, habitat, and depth compare with scientific studies of where that species is shown to live? 10. What was the Sector’s ACE for each stock area?

  5. Phase 3 – Boardings Coast Guard boarded some of these suspect vessels to document: 1. The operator’s declaration of what he had caught and retained up until that point of the fishing trip. 2. The crewman responsible for the fishhold’s declaration of what the vessel had in the fishhold. This included an inspection of the fishhold by the Coast Guard. 3. The operator’s declaration or the Coast Guard’s observation of the species caught during a tow.

Count 74: Submitted FVTRs that falsely reported the location where the F/V Destiny caught winter flounder and yellowtail flounder on a fishing trip that landed on or about Nov 2, 2015. Count 75: Submitted FVTRs that falsely reported the location where the F/V Destiny caught yellowtail flounder on a fishing trip that landed on or about Oct 22, 2014. Count 76: Submitted FVTRs which underreported the amount of haddock, American plaice, and witch flounder the F/V Drake caught on a fishing trip that landed on or about Feb 24, 2016. Count 77: Submitted FVTRs which misreported the location where the F/V Drake caught cod and haddock on a fishing trip that landed on or about Feb 13, 2016. Count 78: Submitted FVTRs which misreported the location where the F/V Drake caught cod and underreported the amount of haddock, American plaice, and witch flounder caught on a fishing trip that landed on or about Feb 3, 2016. Count 79: Submitted FVTRs which failed to report cod caught by the F/V Green Acres on a fishing trip that landed on or about June 24, 2017.

  7. Carlos Rafael NOVA Count 80: Submitted FVTRs which falsely reported the location where the F/V Green Acres caught yellowtail flounder on a fishing trip that landed on or about May 14, 2014. Count 81: Submitted FVTRs which falsely reported the location where the F/V Green Acres caught yellowtail flounder on a fishing trip that landed on or about March 6, 2013. Count 82: Submitted FVTRs which failed to report cod caught by the F/V Hera on a fishing trip that landed on or about July 9, 2017. Count 83: Submitted daily reports through VMS that underreported the F/V Hera II’s catch of cod, haddock, American plaice, witch flounder, and monkfish during a fishing trip from Feb 20-28, 2016. Count 84: Misreported fish caught by the F/V Hera II on a fishing trip from Feb 11-17, 2016. Count 85: Submitted FVTRs and daily catch reports which falsely reported the location where the F/V Hera II caught cod and haddock and underreported the amount of cod, haddock, American plaice, witch flounder on a fishing trip from about Jan 26 – Feb 2, 2016. Count 86: Submitted FVTRs and daily catch reports which falsely reported the location where the F/V Hera II caught cod and haddock on a fishing trip from Nov 30 – Dec 9, 2015. Count 87: Submitted FVTRs which misreported the location where the F/V Sasha Lee caught winter flounder and yellowtail flounder and falsely reported the amount of American plaice and witch flounder caught on a fishing trip that landed on or about Sep 2, 2015.
