� UNDERSTAND: � Technical Innovation can be very exciting if you are willing to take risks and be allowed to fail. � There has to be a balance between Technical Innovation, people and Process. � A common misconception is that technology can fill the void for an inefficient process or lack of staff. � The internet evolution (web 2.0) will redefine citizen interfaces and interoperability, allowing more direct contact by citizens with Government. � Will require officials to rethink the way that they make information and services accessible to citizens. � The concept of a one-stop-shop government portal will be seriously challenged, with citizens and businesses electing virtual communities, online banks and media portals as their preferred points of contact for a variety of information and service needs.
� Collaborative approach to service development can be very productive, effective and reduce development costs. � Technical innovation requires: ◦ New skill sets ◦ Expanded infrastructure ◦ Increased capacity ◦ New, expanded governance structure ◦ Effective Trust relationships that allow information sharing but provide security from desperate repositories. � It’s the start of a brave new world, where norms of organization, information structure and personnel will change.
