  9. Planning Commission Purpose: The Planning Commission  Daria Ali  Michele Blake shall have all the powers,  Dale Eyeler functions, and duties provided  John Sanbrook for by State Planning Law ,  John Shaffer by the laws of the City, and as  Jana Shannon delegated in accordance with  Jackie Sillman applicable laws.

  10. Parks & Recreation Commission Purpose: The Parks and Recreation Commission shall act in an advisory capacity to the City Council, the City Manager and to the Parks • Sharon Foote and Recreation Director in all matters pertaining to parks and • Gary Hurlbut recreation. The Commission shall recommend general policies • Bonnie Pullen concerning all parks and recreation properties, facilities, • Cyndi Shatswell plans, programs and activities. It may evaluate suggestions, • Ericka Summers criticisms and comments in light of such general policies. It may recommend a long-range program for the improvement, acquisition and development of parks and recreation facilities and for the extension of services .

  12. Youth Commission Purpose: The Youth Commission shall:  Navdeep Bal a) Recommend general policies involving the implementation of  recreation programs to meet the needs of the community youth. Sameer Gupta  Genevieve Hagen b) Foster involvement of youth in municipal government and other  agencies affecting youth in the community. Joanna Jarvis  John Kroeger c) Evaluate and seek solutions to problems, activities and concerns  of youth as they relate to municipal policies and programs. Nick Morris  Lily Patrick d) Co-sponsor the Youth in Government Day and Youth Recognition  Program. Erin Ramirez  Isabelle Smith e) Prepare an annual report of Commission activities .  Raiden Toche

  13. Personnel Board Purpose: a) Review and recommend to the Council any personnel rules or amendments to personnel rules which do not have a financial impact;  Brian Betschart b) Review and recommend to the Council any personnel rules or amendments to the personnel rules having a financial impact which have been referred to the Personnel Board by the Council;  Hardial Dulay c) Hear appeals of employees in the career service relative to disciplinary actions or alleged  David Koll violations of the provisions of this chapter or the personnel rules;  Anthony Kurlan d) Offer guidance and counsel and submit recommendations to the City Manager, the individual designated as Personnel Officer, or the Council regarding the conduct of personnel administration for  Vacant the City service; e) When requested by the Council or City Manager, hold hearings and make investigations and/or recommendations which may be considered desirable on any matter of personnel policy and report its findings to the Council or the City Manager as may be appropriate; and f) Serve as a fact finding, mediation, or conciliation board when so requested in matters of employer-employee relations.

  14. Economic Development Commission Purpose: The Economic Development Commission shall act in an advisory capacity to the City Council, the City Manager, and the City’s Economic  David Burrow Development Staff in all matters pertaining to economic development.  Greg Heckman The Commission shall provide input to the City’s Economic  Christine Ivory Development Strategy/Work Plan, oversee its implementation, and  Vinny Johl recommend changes as economic market conditions shift and  opportunities arise. Todd Remund The Commission may be a network conduit for the City’s Economic Development Staff with businesses and key business influencers and identify opportunities and available resources.

  17. Community Feedback • For the past several years, the City of Yuba has been soliciting community feedback about engaging the community in a way that best serves residents. – We’ve heard from over 1,500 residents – thank you to those who have participated.

  18. What priorities have we heard so far? • Priorities we have heard so far include: – Maintaining crime prevention and investigation services – Recruiting and retaining qualified police officers – Providing safe routes to school for children – Preventing roads from deteriorating – Maintaining the City’s fiscal stability – Maintaining fire protection and emergency medical response services

  19. What Essential Services Need to be Maintained? • Preventing cuts to public safety, fire protection, road repair, youth services and other quality of life services is a top priority for the City.

  20. How much maintenance do our roads need? • It is estimated that at least $6 million annually is needed to repair and maintain local roads. • We must make these essential repairs immediately because waiting will only make our streets more dangerous and expensive to fix.

  21. What youth programs and services need to be maintained? • City programs provide more than 8,000 young people in our community with activities including youth sports, parks and recreation programs, and educational programs. • We need to maintain these programs that keep young people safe, on the right track and out of trouble.
