TO: John Craft & Jeff Kirk, SPEAC Co-Chairs SPEAC Members FROM: Susan Humiston, Facilitator, Principal Preparation Program & Principal CAPS Bobbie Eddins, Interim Facilitator, Superintendent Preparation Program & Superintendent CAPS DATE: November 13, 2015 RE: TEA Continuous Improvement Compliance Audit We appreciate the opportunity to provide an overview of findings and next steps related to the recent audit by TEA of our principal and superintendent preparation programs. As you know, each educator preparation program site must be audited at least once every five years. While our programs are very new, we welcomed the opportunity to have TEA staff examine our documents, records, and processes to ensure that we are on the right track moving forward. We prepared close to 200 documents and over 70 student candidate folders for review. Thanks for providing your input through responses to the TEA questionnaire. Because of our faculty’s hard work to continuously improve our programs, the central Texas community’s trust that we are delivering the very best principal and superintendent candidates, and our students’ efforts to achieve at such high levels, the results of the audit were indeed gratifying. The following is a synopsis of the findings by component:

  • Governance – approval of both internal support of our programs and the numbers, diversity, and quality of input

from the field concerning our programs, particularly the SPEAC/CAPS structure. Improvement step: make sure that pertinent information is shared and input is gathered for both programs during every SPEAC meeting.

  • Admissions Criteria – approval of the amount and scope of information provided through the admissions process

(requires 22 documents to admit a principal or superintendent candidate). Improvement step: make sure that all candidates have official transcripts showing degree conferral and for principal candidates, a GPA for the last 60 hours

  • f coursework; and strengthen multiple reviewer scoring norms.
  • Curriculum – no improvement steps.
  • Program Delivery/Ongoing Support – approval of many program learning activities and principal practicum structure.

Improvement steps: utilization of a viable option for newly required practicum site-supervisor mentor training, and verification of required hours in candidate practicum logs as well as initial contact/135 hours of observation for each superintendent candidate individually in practicum.

  • Program Evaluation – no improvement steps.
  • Professional Conduct – no improvement steps.
  • Complaint Process – no improvement steps.
  • Certification – no improvement steps.

NOTE: Verification of documentation for Tarleton/TAMUCT crossover candidates due by February 1, 2016. We would appreciate any thoughts or ideas the SPEAC members might have as we move forward to indepth planning meetings with the Superintendent and Principal CAPS groups as well as faculty for both programs. It is our intention to share specific plans related to the above improvement steps at the spring 2016 SPEAC meeting. Thank you.

Meeting Minutes

Date: November 13, 2015 Time: 10:00 a.m. to 11:15 a.m. Location: Texas A&M University-Central Texas, Warrior Hall Multipurpose Room

Welcome & Call to Order

  • Dr. John Craft - SPEAC Co-Chair and Killeen ISD Superintendent welcomed everyone to the meeting. He

discussed his appointment to serve as the Co-Chair for SPEAC. He presented the minutes from the June 18, 2015 meeting for approval. Minutes were located in (Appendix A) of the SPEAC materials. The minutes were unanimously approved following a motion from Neil Jeter and a second from Ann Farris. He introduced Dr. Jeffrey Kirk, Dean of the College of Education. Recognition of SPEAC Members & Guests

  • Dr. Jeffrey Kirk introduced some important guests:

All SPEAC Members - Introductions

  • Dr. Jeffrey Kirk shared some information about the beginning of SPEAC and the work that has been

accomplished through during the last four years through this advisory council. He shared that the success

  • f our Educator Preparation Programs are directly related to the formation of strong community relations

and partnerships TAMUCT has with the Central Texas community. He shared that the SPEAC Members significantly contribute to the success of TAMUCT and thanked them on behalf of the University. Advisory Council Roles & Responsibilities

  • Dr. Jeffrey Kirk shared with the SPEAC Members the purpose of the Advisory Council and the development
  • f the SPEAC Handbook done by Dr. Diaz. He also discussed with the SPEAC Members the importance of

their roles and responsibilities of serving on this committee. Those roles and responsibilities are located on pages 9-10. He discussed that we had a TEA Compliance Review Audit and that those findings will be discussed later. However, he informed the members of the importance the handbook has during the audit process as it should provide the pertinent information needed. Dr. Kirk Introduced Dr. Amber Lynn Diaz, to discuss in further detail the SPEAC Handbook and topics related to compliance. Educator Preparation Program Compliance – Update

  • Dr. Amber Lynn Diaz - Director of Educator Preparation Services & Certification Officer for TAMUCT

discussed the SPEAC Handbook. She discussed how this handbook serves many functions. It will first and foremost serve as a foundation for the collaboration and commitment of SPEAC. Secondly, it will serve as a resource documenting the procedures and practices of the advisory committee. Dr. Diaz also shared how this handbook would be considered their training, as well as, a guide for understanding the components of the areas of work that need to be discussed. After a consolidation of SPEAC Membership list, an email will be sent for receipt and acknowledgement of the SPEAC Handbook. She welcomed any feedback or necessary changes to be sent to her via email. Dr. Diaz emphasized the importance of consistent SPEAC Membership and participation. She asked the advisory members if a webpage would be helpful for them to gain access to materials.

Review of Program Operation Program Coordinators & Co-Chairs Teacher Preparation Program Update Amanda Allen; Coordinator

  • Dr. Allen shared that on page 37 of the handbook a brief overview of all certification benchmarks. She

shared that the program is growing. The Professional Development I class now has 2 sections. She shared that at the October 10th CAPS meeting the members worked on sequence sheets to identify the certification courses. She also shared that there is a sequence that will work with CTC and Temple College students. Master in Education with Teacher Certification Program Update Deb Davis; Department Chair

  • Dr. Davis continued to emphasize the growth in the Teacher Education Preparation program. She stated

that on average there are 44 students and we are already at approximately 120 for next semester. Counselor Preparation Program Introduction Genna Vivona; Coordinator

  • Dr. Diaz shared that Dr. Vivona was unable to make the meeting and will present program information at

the April 8th meeting. Program Advisement Memorandum of Understanding with Local School Districts

  • Dr. Kirk shared with the members that we have developed a MOU with local school districts. He requested

that any feedback for changes be brought to the April 8th SPEAC Meeting. He shared if any Superintendents were in attendance and had not signed the MOU to please see Dr. Diaz. Memorandum – TEA Continuing Compliance Audit Review

  • Dr. Eddins shared the Memorandum found in Appendix H of the SPEAC Handbook. She shared the findings

by each component. Commitment Form

  • Dr. Kirk asked all present members to complete the Commitment Form if they had not previously done so.

He shared with the members the importance of attendance and participation. He asked the members if they were no longer able to commit the time to SPEAC, to please think of someone that would be a possible replacement. He also asked if they had any recommendations for CAPS members for the following groups: Elementary, Secondary, Special Education & Educational Diagnostician, Reading Specialist, and School Counselor. He requested the members in attendance turn the Membership form into Melissa Barlow along with their name tag for a prize. Response to SPEAC Recommendations

  • Dr. Kirk asked the SPEAC Members if they had any recommendations or items of business to discuss.

Members did not have any questions at this time.

  • Dr. Kirk also shared that we would apply what we learned from the TEA Continuous Improvement

Compliance Audit to other Educator Preparation Programs. He shared the importance of having strong interactions between the SPEAC and CAPS to improve overall collaboration.

  • Dr. Kirk reminded all members that the next SPEAC Meeting will be April 8th, 2015.

Need to be able to hand out info to prospects.  Interns, researchers and a better connection with the College of Education.  Emphasize Project Based Learning that focuses on collaboration and presentation.  Focus on relationship building as a prime component of classroom management.  In Superintendent prep program, focus on real life examples.  To know the success of our graduates

  • What are they doing?
  • How are they changing our world?

 To know the measure of effectiveness of on-line and face-to-face instruction?  How can/does the College of Education impact Central Texas?  I need teachers who are able to differentiate instruction in order to ultimately assist all learners reach high levels of success.  We continue to need more bilingually certified teachers and leaders who come prepared to lead. Personnel management and ability to focus on instructional improvement by reviewing data and developing action plans are leadership skills that are lacking.  How to get more people to Lampasas and advertise the program there.
