Regional Centers of Excellence In partnership with the Minnesota Department of Education Regional Centers of Excellence In collaboration with six Minnesota Service Cooperatives, the Regional Centers of Excellence are, located in Thief River Falls, Mountain Iron, Fergus Falls, St. Cloud, Marshall, and Rochester.
