Sustainable Strategic; corporate Positive, enabling policies
We need some key outcomes today:
- What is the Vision for energy in South
Hams?
- Do we want a RE target?
- What kind of policy is best?
- What is our stance on community energy?
Key outcomes for today....
Enhancing our contribution to energy generation Managing RE development responsibly Our vision for energy & local energy policies Renewables rather than energy efficiency/sustainable construction X The need for/merits of renewable energy X The Government’s policy approach X Detail about the technologies
The scope of our debate today

Government aspirations?

Key Legislation: Climate Change Act; Energy Acts Key themes:
- Energy security
- Diversity of
supply – including more RE
- More community
energy/local supply
National targets
- 15% energy from renewables by 2020
- 30% of electricity from renewable
sources;
- 12% heat demand; and
- 10% transport demand
Planning for low carbon and energy –Our Plan must cover.....
Insert the title of your presentation here on the slide master Slide 7 |
A low carbon future Use/generation of energy (including heat) Renewables Spatial strategy Energy efficiency Sustainable construction
- have a positive strategy to promote energy from renewable and
low carbon sources;
- design their policies to maximise renewable and low carbon
energy... ensuring that adverse impacts are addressed;
- consider identifying suitable areas for renewable and low
carbon energy.....
- support community-led initiatives for renewable and low
carbon energy... including developments outside such areas being taken forward through neighbourhood planning
- identify opportunities where development can draw its energy
supply from decentralised, renewable or low carbon energy supply systems and for co-locating potential heat customers and suppliers
What does the NPPF ask us to do?

Key Statements, in summary:
The Local Context...so why is energy important?
Why is energy important?....
Because it’s use impacts on household and business costs (as well as contributing to emissions)

Proportion of homes with solid walls Proportion of households in fuel poverty South Hams - 19.6% (2011)
Why is energy important?

South Hams has limited access to the gas grid.
Average domestic energy bill = £1,500 p.a. In South Hams energy spend by sector is:
Non-domestic £49,941,281 Domestic £56,015,694 Transport £110,133,926 By 2022 costs are forecast to rise by 10% Nearly all goes to large national/multi-national
- enterprises. Can we retain more locally?

IS ANYTHING MISSING?
Conservation
- f
biodiversity, habitat, landscape
Maximise employment from environmental technologies
Infrastructure to support energy development Retain income from energy generation locally Reduce carbon emissions Conservation
- f cultural and
built heritage
What do we want to achieve? Who do we need to work with? Which services are involved?
Energy security and resilience Community energy generation and use
What contribution could South Hams make to renewable energy generation?
The Future? Scenarios for the South West
(non domestic generation)
500 1000 1500 2000 2500 3000
Current Trends Scenario 15% by 2020 Scenario
Installed Renewable Energy Generation, South West
Business as Usual
169% increase in capacity 2012-23
15% by 2020
358% increase in capacity 2012-23 Applying these forecasts pro-rata to South Hams............... Business as usual – 88MW by 2031 15% scenario – 140MW by 2031
S Hams, electricity consumption 2011 = 466.3 GWh
To achieve 30% of electricity generation from RE sources would mean generating 139.9GWh of renewable electricity.
The Future?

The “gap” is approximately 91GWh
The “gap” is equivalent to: 15 2.5MW wind turbines OR 21 5MW solar farms

20 40 60 80 100 120 140
balance required to achieve 30% existing planning permissions 50% roof mounted take up current generation
- In “maximising” our contribution SCALE is
important; 1 commercial turbine generates as much as 10 smaller ones. Wind is more efficient than solar.
- There are currently 2479 non-domestic projects
in South Hams – average 10.7KW each.
- Only 3% of resources have been exploited.
- Scope to use existing properties for generation,
as well as wind and solar resources. Not all development has to be greenfield.
But remember.....
Insert the title of your presentation here on the slide master Slide 22 |
- 18.7% of S Hams is Dartmoor NP
- 38.4% is AONB
- 83% of S Hams is covered by some form
- f environmental designation (statutory
and non-statutory)
But....tensions....

A renewable energy target for South Hams?
Insert the title of your presentation here on the slide master Slide 24 |
A target for renewable energy? District-wide target? Community delivery target? OPPORTUNITIES
- A positive signal
- A means of measuring progress
- Focuses delivery
CHALLENGES
- Changing markets and innovation
- Relating targets to resources
- Discounting theoretical resource
without detailed landscape sensitivity work
- Not a ceiling on development
- How a target should be expressed
- Aspiration to increase delivery above ‘business
as usual’ can be expressed in Plan’s Objectives/positive policy phrasing;
- Take up of RE in existing buildings can be
promoted through partnership working/HECA;
- More active monitoring can demonstrate
progress;
- Work in hand to scope potential for community
schemes – target expressed as number of schemes may be possible.
A renewable energy target for South Hams? In summary
Insert the title of your presentation here on the slide master Slide 25 |
- Do you support an objective led rather
than target led approach? If not, why not?
- Would you support a community led target
– perhaps expressed as numbers of projects coming forward?

What sorts of policies do we need?
What sort of policies do we need?
Insert the title of your presentation here on the slide master Slide 28 |
3 inter-related policies........
- an overarching policy – high level to
support all low carbon policies in the plan
- a policy for renewable energy
development (all technologies)
- a policy for community led projects
Initial reference in overarching policy: Scope...
What sort of policies do we need?
Insert the title of your presentation here on the slide master Slide 29 |
All development will be expected to contribute to:
- Reducing carbon emissions/adapting to extreme
weather;
- Increasing South Ham’s contribution to national
renewable energy targets;
- Energy conservation and generation consistent
with the energy hierarchy and emerging zero carbon proposals;
- Sustainable construction and resource
management.
What sort of policies do we need? Renewable energy

Essential questions to answer
- Can we identify or direct technologies
to particular areas? Is there a role for mapping?
- What criteria could we use?
- How can we stimulate take up of
renewable technologies in existing (as well as new) development?
What sort of policy criteria 1 – Assessing Impacts
Insert the title of your presentation here on the slide master Slide 31 |
Scope:
- Individual as well as cumulative
impacts;
- Covers all phases of development;
- Lists topics where impacts need
assessment.
Renewable energy policy criteria 2 – Landscape
Insert the title of your presentation here on the slide master Slide 32 |
Scope:
- Signal large scale not likely to be
appropriate in AONB/close to it and DNPA
- Demonstrate how Devon landscape
advice has been taken into account
- Indicate support for use of brown field
land; existing buildings where possible
Renewable energy policy criteria 3 – other issues
Insert the title of your presentation here on the slide master Slide 33 |
Scope:
- Early consultation with the community;
- Removal of technology on cessation;
restoration of site;
- For free standing technologies –
continued agricultural use.
Scope:
What sort of policies? Community Schemes
Insert the title of your presentation here on the slide master Slide 34 |
State support for community energy projects:
- Where impacts acceptable or can be made acceptable;
- Deliver social and community benefits;
- Evidence of local engagement, community support
and/or brought forward by Neighbourhood Plan;
- There are administrative and financial structures to
deliver/manage project and monies.
- Circulate outcome of today’s discussion to
all members for comment;
- Continue to share developing policy work;
- Engage consultees and communities...
Next steps.....
