Development Background

  • July 2014: VAA held two open houses to discuss potential commercial

uses for the property with the community.

  • A survey was conducted during the open houses and through the

Victoria Airport website.

  • VAA engaged local groups encouraging them to participate and in

total received 155 responses.

  • The results of the survey were shared with the local media and Town
  • f Sidney (ToS) Council.

  • completed. Preliminary infrastructure cost analysis were also completed

at this time.

  • July 2015: VAA finalizes exclusivity agreement with Omicron to lease a

10-acre parcel of land and embarks upon formal development approval process with ToS. Press release issued and posted on VAA website.

  • August 2015: Application made to Agricultural Land Commission (ALC)

to exclude a portion of the property from the Agricultural Land Reserve (ALR).

  • January 2016: ALC approves the exclusion of the property from the

  • June 27, 2016 – Council Meeting: Watt Consulting Group presentation of

the Traffic Impact Assessment to ToS Council. Watt recommends various traffic improvements for the proposed development. Minutes of this meeting can be accessed on ToS website.

  • June 27, 2016 – Council Meeting: ToS Council requests staff to prepare

bylaws for amending both the OCP and Zoning.

  • July 11, 2016 – Council Meeting: ToS Council gives 1st and 2nd Readings

to amending bylaws, with the caveat that the recommendations from previous CoW, APC and Council are addressed prior to Public Hearing.

Communication History on Traffic

  • February 2014: An initial Traffic Impact Assessment (TIA) by Watt Consulting

Group was undertaken in February 2014.

  • July 6, 2016: Updated version of the TIA was circulated to key agencies , ToS,

Ministry of Transportation and infrastructure (MoTI), and VAA.

  • July 26, 2016: MoTI identified a number of issues which were addressed in

July 26, 2016 version of TIA.

  • August 3, 2016: Meeting was held to clarify additional specific points by MoTI

and establish an approach to address them to the satisfaction of MoTI. The agreed-upon approach was an addendum memo to the July 26, 2016 TIA.

  • August 15, 2016: The Addendum memo is currently being reviewed by MoTI.

The goal is to receive MoTI’s approval on the results and recommendations by August 26, 2016.

Recommendations from CoW – June 6, 2016

1.

CoW recommend to Council that confirmation of the details of the installation and construction of the boulevard improvements by the developer or the Victoria Airport Authority such as the pedestrian overpass, crosswalks, bike lanes, curb work, gutters, sidewalks, off-site landscaping, boulevard trees and street lighting be presented to Council prior to the Zoning and Official Community Plan being amended and approved.

2.

CoW recommend to Council that the applicant be requested to submit a report describing the methodology and results of the telephone survey in greater detail, including survey questions, time of day surveys were conducted and margins of error for regional subgroups. Completed – reference Urbanics letters sent to ToS on June 15 and June 21, 2016.

3.

CoW recommend to Council that the applicant clarify how truck traffic to and from the west Sidney industrial area will be accommodated during the construction of the Beacon/Galaran/Stirling Way roundabout.

4.

In short, Watt Consulting Group states on the construction phasing:

  • The road contractor will be required to ensure that access along the

Beacon/McDonald corridor is maintained at all times.

  • There is sufficient land to create a temporary road which allows for the

construction of the roundabout.

  • While the roundabout and the Stirling extension are being built the

existing Sterling / Beacon Corridor should be maintained.

  • During construction, public notification should be a priority to ensure

that driving public is notified of any changes.

  • As well, all modes of transportation need to considered in the traffic

management plan including transit, pedestrian and cyclists.

  • Pedestrian sidewalk meanders along boulevard to accommodate existing boulevard elm trees.
  • Pedestrian sidewalks through the landscaping screening provide connections between the

boulevard sidewalk and the Gateway site.

Next Steps

  • 1. We trust our response addresses the recommendations brought

forward and that Council will move this forward to a Public Hearing.

  • 2. The cost of the off-site improvements and pedestrian overpass will be

evaluated to ensure they achieve a reasonable development proforma.

  • 3. As part of the process, VAA and the Town of Sidney will have a letter
  • f intent between them to capture the commitment for the scope of the
  • ff-site improvements.
  • 4. Prior to the issuance of a Development Permit, for a project

substantially similar to the one proposed, a joint memorandum of understanding between VAA and Sidney will be in place to capture the final scope of the off-site improvements.
