  9. WITH AN 85 PERCENTILE DATA FINDING TWICE UNDER 10 MILES IN EXCESS OF THE POSTED SPEED, TSC UTILIZED SHERIFF RADAR UNITS TO RAISE AWARENESS AND IMPACT SPEEDS, BUT NO FURTHER TRAFFIC CALMING UTILIZED BLACKSTONE/SHEPHERD/DEERMEADE TSC ACTION

  10. COMPLAINTS CONTINUED TO BE RECEIVED REGARDING THE CORRIDOR. THE TSC DECIDED TO ENGAGE IN A COMPREHENSIVE REVIEW OF THE CORRIDOR WHICH HIGHLIGHTED THE NEED TO ADDRESS THE SHEPHERD TURNING RESTRICTION THAT WAS NOT ADOPTED BY ORDINANCE OR ENGINEERED TO CURRENT STANDARDS BLACKSTONE/SHEPHERD/DEERMEADE TSC ACTION

INDIVIDUAL NOTIFICATION PROVIDED TO 225 RESIDENTS INCLUDING ALL OF BLACKSTONE, DARYVILLE, ASHFORD, SHEPHERD AND DEERMEADE FROM WINDBROOK TO BEEMON LANE BASE LINE STUDIES CONDUCTED OF BLACKSTONE, SHEPHERD AND DEERMEADE TURNING RESTRICTION REMOVED AT SHEPHERD SECOND STUDY CONDUCTED AT THE SAME LOCATIONS PUBLIC MEETING TO GATHER INPUT REVIEW OF ALL MATERIALS BY TSC/ RECOMMENDATION BLACKSTONE/SHEPHERD/DEERMEADE COMPREHENSIVE STUDY

  12. 85 TH PERCENTILE SPEED - THE 85 TH PERCENTILE SPEED IS “THE SPEED AT OR BELOW WHICH 85 PERCENT OF ALL VEHICLES ARE OBSERVED TO TRAVEL UNDER FREE- FLOWING CONDITIONS PAST A MONITORED POINT. THE 85 TH PERCENTILE SPEED IS USED AS A GUIDE TO SET THE SPEED LIMIT AT A SAFE SPEED, MINIMIZING CRASHES AND PROMOTING UNIFORM TRAFFIC FLOW ALONG A CORRIDOR .” ADT – AVERAGE DAILY TRAFFIC % ABOVE LIMIT- THE % OF TRAFFIC THAT IS TRAVELING ANY SPEED ABOVE THE POSTED LIMIT SPEED STUDY TERMINOLOGY
