  • Federal guideline for an individual who does not have enough money

to support themselves…

  • … based on 1960s guidelines
  • Created using the 1960s Department of Agriculture's economical

food plan which assumed families spend a third of their income on food.

  • Therefore, they just took the average amount spent on food,

multiplied by 3, and got the federal poverty line!

  • Does not take into consideration:
  • Changes in nutritional guidelines
  • Changes in amount of income spent on food (now 1/8th)
  • Changes in childcare needs
  • Transportation issues
  • Other changes in lifestyle from 1960 to now…

  • ALICE, an acronym for Asset

Limited, Income Constrained, Employed, are households that earn more than the Federal Poverty Level (FPL), but less than what it costs to survive (the ALICE threshold).

  • Of Florida’s 7.5 million households

(20.2 million people), 14% earn below the FPL, and another 30% are ALICE.

  • Hillsborough ALICE level:
  • $20,184 for single adult
  • $56,520 for family of four
  • Federal Poverty Levels:
  • $11,770 for single adult
  • $24,250 for family of four
