Master COTS Contract • Lots for hardware, software, SaaS, and the implementation services associated with each • Divided into broad Categories (e.g. security software) and subcategories (e.g. vulnerability, encryption, authentication) for competition at the manufacturer and transaction levels • Established set of terms and conditions tailored to each Lot’s specific needs • Seek to enter direct relationships with manufacturers • Complete sales transactions with distribution channel partners
Master COTS Contract • Focus on the transactional level • Streamlined processes to acquire products based on the total dollar value and potential risk of the transaction • Limited additional negotiation allowed to better fit particular needs of a transaction
