Manpur Gram Panchayat under Melli Assembly Constituency and the sitting Gram Panchayats are entrusted to shoulder the responsibility of Local Self Government

 Many developmental issues are to be addressed for

the upliftment of the GP unit.

Brief profile of GP:

 There is no clear idea about the origin of Kitam and its name.  It is said that Kitam comes from Khitam which seems Bhutia word

meaning Place of wild dogs and later on it modified the name as Kitam.

 However, some people have different opinion that the word Kitam

comes from Gorkhali word Kitta which means a place inhabited by a particular race of people.

 There are two Gorkhali Traditional house of more than hundred

years old existing till today made out of stone and mud at Upper and Lower Kitam and they are also being preserved by the tourism department as historical traditional livelihood of the then Gorkhali.  The GPU experience the sub-tropical climate with an average of

230 C in summer season during daytime and 100 – 130 c in winter in night time.

 The GPU experiences moderate average rainfall in

monsoon between May-September and is identified as drought prone area.

 The vegetation pattern in and around the GPU is dry

deciduous.

 A combination of sal, chirpine and ichy tree has

established peculiarity in vegetation system.

 Red soil, mainly laterite soil which is known to be

infertile and compact having very little capacity to retain water

 Use of chemical fertilizers had destroyed the fertility

  • f soil, however, concept of Organic farming and its

adoption has contributed rejuvenation of fertility of soil and gradually fertility of soil is retreating.

 The adjacent reserve forest was declared as Kitam

Bird Sanctuary in the year 2006, which houses more than 100 species of birdlife both forest-dwellers and riverine, more than 20 species of wild animals and more than 40 species of NTFPs (Non-timber forest products).

 More than 90% of population of the GPU dwells in

village and depends upon Agriculture.

 However, due to irregular rainfall and invasion of

wild animals like wild boar, peafowl, rabbit, dear, porcupine and kotera (kin of hummingbird) and lack of irrigation facility as well.

 The focus of the farmers are shifting towards wage

employment such as MGNREGA, contractual manual work, small shops for earning their livelihood.

Irrigation is instrumental for sustenance

  • f plant life that the area lies in leeward

side(rain shadow) and receives scanty and irregular rainfall during monsoon.

A significant Canal built from Manpur

khola also lacks water in winter and damages caused by landslides and mudslides from debris of PMGSY road has disrupted its supply to the GPU. There are several MICs that also need maintenance

  • f partial damages sustained during last

earthquake.

 Animal husbandry and livestock remained as one

  • f the best supplement to support livelihood in

last decade but the nuclear family concept shattered this farming system.

 Goatery, piggery, dairy and indigenous poultry

farming were undertaken in household level.

 Due to scarcity of fodder grass, grazing land and

manpower to undertake this ancestral economic activity, animal husbandry is badly affected.

 Scarcity of water remained another hindrance.

 The GPU experiences acute shortage of

drinking water because of unavailability of significant water sources in the GPU.

 Out of its 5 wards, 2 wards do not have a single

spring.

town and Project sites in search of employment.

 The GPU is very poor in terms of community assets

and infrastructures.

 Since the GPU is newly created and performing its

affairs in a rented building at Kitam bazaar and Village Administrative Centre is yet to come up

 Every indoor affairs like Meetings, programmes are to

be conducted in Haat ghar or in open place in bazaar premises.

 Construction of 11 sided public Playground is a

remarkable gift of Government for the people of the GPU, however, it is also awaiting maintenance and follow up activities are to be carried for its fullest utilization.

 Land of PHSC is also awaiting Registration for its up

gradation and process is underway.

 The people and the patients of the GPU primarily rely on

Primary Health Sub-Centre located at Upper Kitam ward.

 The PHSC not only renders its service to the villages under GPU

but also extends to 13 villages which falls Sorak-Shyampani GPU too.

 At present, the PHSC is served by 2 ANMs and one Health

worker along with a Compounder being supported 6 ASHAs.

 The PHSC is delivering its service in case of emergency, first

aid, ANC, Immunisation, JSY, JSSK, MMSSY, VHNP, School health, Pulse Polio, Sugar test, Haemoglobin test, along with

  • ther services like OPD, Delivery of Child, IUD insertion, free

counselling on STIs and STDs and family planning.

 Regarding household sanitation, Out of 268 households 25

households are reported to have been practising open defecation as on 31st March 2013.

 An additional room is added through BRGF 2013-14 under Gram

Panchayat while beautification is done through BRGF plan under Zilla Panchayat.

GPU is inhabited by various ethnic communities having different faiths, customs and traditions.

 There

is unity in diversity that all the communities have a common lingua franca i.e. Nepali/Gorkhali. Ethnic communities such as Pradhan/Newar, Subba/Limboo, Tamang, Sharma/Bahun, Chettri, Rai, Gurung, Sherpa, Bhutia, Bhujel, Mukhia, Kami. Darjee etc prominient.

  • The GPU is 100% electrified. However, increase in number of

household due to fragmentation and partition of family has caused insufficiency of power supply.

  • The existing electric polls are insufficient and the transformers are
  • verburdened of tapping and also the peoples are fetching electric

connections from a long distance due to unavailability of electric post near to household.

  • The consumers of Middle Kitam have been desperately demanding

installation of new transformer and provision of additional electric post.

  • All the transformers are in stage of replacement.
  • Consumers of the GPU have been demanding for a provision of

separate 11kv-33kv three phase line with its control room at Kitam since the GPU often experiences power cut even during scanty rainfall and during occurrences of any problem in and around Namchi.

Among all the consumers, a handful of the consumers were unable to meet up the expenses of electricity consumptions due to poor financial condition, they were provided with 2 point free electricity under various schemes by the Government as follows:

 The GPU is bestowed with scenic beauty and wide array

  • f Biodiversity as the area is the part of Eastern

Himalayas Biodiversity Hotspot, one among the 24 Biodiversity Hotspot. Kitam Bird Sanctuary facilitates a wide array of forest and riverine birds, animal, reptile, fish and other flora and fauna.

 Kitam Bird Sanctuary: The total area is 6 KM2 and the

total perimeter is 10 KM.

 The sanctuary houses an array of biodiversity.  More than 100 species of Birds both jungle and riverine

have been recorded by various researchers and bird watchers.

 More than 40 NTFPs and 20 species of wildlife has been

recorded and still have more to explore that the GPU and the Sanctuary is not fully explored.
