S R R G B ackgr ound • Established in 2008 with Memorandum of Understanding between ten (10) police departments in Dallas and Ellis Counties. • Provides a special tactical response to incidents that exceeds normal police training and resources of a single agency. • Acquired significant equipment through grants (approximately $308,000 from 2008-2010) and federal program. • Current participants with personnel – Cedar Hill Police - 3 – DeSoto Police - 9 – DeSoto Fire - 2 – Glenn Heights Police -1 – Highland Park DPS – 3 – Lancaster Police – 2 – Midlothian Police – 6 – Red Oak - 3

B enef it of par t icipat ion In S R R G • A public safety response a city can count when an incident arises. • A shared and cost effective public safety response to an incident within your city. • A response that complies with ICS standards and reduces liability. • Training that your participating officers receives is invaluable. – SRT members come back to your city and train patrol officers on various topics that improve safety and decision making. – Multiple incidents have been resolved with our tactical officers that may have potentially escalated into a far worse situation.

S R R G T act ics • Works jointly and cooperatively with respective City’s Incident Command when activated and arrives at scene • Follows National Tactical Officer’s Association Guidelines • Team trains 16 hours a month • Follow Safety Priorities – Hostages – Innocent Persons and Citizens – Police Officers – Suspect(s)

S R R G S t andar d Oper at ing Guidel ines – All guidelines are established to do one thing, to save or preserve life in situations that are uncontrollable under normal police operations – They meet “best practices standards” and accreditation standards – They are designed to be ICS compliant and recognize the importance working jointly with the respective agencies. – Each SRRG participant has a personal copy and all the participating police chiefs have approved, signed and incorporated them into their respective department policies.

S R R G E quipment – Radios (25) – Operator Kits – Uniforms, armor, weapons – Invisio Bone Mics – Distraction Devices – hand thrown and command initiated – Chemical Munitions – launched and hand thrown – Less Lethal Munitions – Taser, 40mm, bean bag, etc – Zystos Pole Camera – 2 Avatar Robots – Crisis Negotiation Equipment (CNT) – State of the art throw phone and portable loud hailer – Weapons of Mass Destruction (WMD) Equipment – Gas masks, filters, WMD suits, Air Packs, etc.

F ut ur e of S R R G • Replace Memorandum of Understanding with an Interlocal Agreement between participating agencies. • Continue to work with agency police chiefs on acquiring a shared, predictable budget for operational and capital replacement items. • Continue recruitment of SRGG to reach original goal of 40 members in order to have 2 teams for a relief factor. • Continue performing police outreach programs to improve community relationships, education and awareness. – Ride with SWAT to School – National Night Out – Citizen Police Academy
