Design-Build Program Overview

  • State law authorizes TxDOT to enter into a maximum of six Design-

Build projects per state fiscal biennium that each have an estimated construction cost of at least $150 million.

  • In the 2020-2021 biennium, we expect to execute contracts for:

 Oak Hill Parkway in Austin  I-35 NEX Central in San Antonio  I-35E Phase II in Dallas

  • Factors considered in scheduling Design-Build projects:

 Project readiness  Adequate spacing between procurements to ensure competition  Funding projections to maintain consistent traditional lettings

Summary of Commission Action:

  • Authorize TxDOT to issue a request for proposals (RFP) to design, construct and

maintain the I-35E Phase 2 Project.

  • Authorize TxDOT to pay each proposer that submits a responsive, but unsuccessful,

proposal an amount based upon the value of the work product — provided in the proposal — that can be used by the department, up to a maximum amount per proposer of 0.25% of the successful proposer’s price.

  • Authorize TxDOT, in the event that the procurement is terminated prior to the

execution of the design-build contract, to pay each proposer a partial stipend based upon the value of the work product that can be used by the department, up to a maximum amount per proposer of $1,500,000.

PRESENT CONDITION PROPOSED CONSTRUCTION

  • Texas Clear Lanes Project
  • Total length: 6.39 miles
  • Project scope:

– Reconstruct and widen general purpose lanes from 6 to 8 lanes – Reconstruct “grandfathered” existing two reversible tolled managed lanes (no increase in capacity) – Reconstructing the continuous frontage roads – Numerous intersection improvements

  • Design-build cost estimate: $600M
