States such as Maharashtra and Karnataka have not passed their University Acts despite receiving approvals for setting up universities by the PAB. States which do not stick to the conditionalities within a specified time period as mandated by CLF Portal, will stand to lose the approvals accorded by PAB. Submission of UC and progress reports for Model Degree Colleges approved under the Erstwhile scheme of UGC. These Erstwhile MDCs were sanctioned way back in 2011-12 and monies for these have been released. It is observed that there has been an inordinate delay in submission of UCs by the states- Gujarat, J&K and Maharashtra Development and submission of Action Plans for improving quality of Higher Education by North-Eastern and Himalayan States Except J&K, all the States have submitted their action plan. As per the action plan received, there are 250 degree awarding HEIs who have been accredited and nearly 1420 degree awarding HEIs need to be accredited. The Ministry has developed an action plan for accreditation of these institutions in the next 18 months through a mentor-mentee process. A special dispensation is being proposed to address the issue of accreditation and quality improvement in the north east and Himalayan region.

It is desirable that these SHECs should preferably have leading academics as members/ chairpersons of these councils in order to enable them to perform the roles and responsibilities as envisioned in the RUSA vision document. These SHECs are supposed to be academic think-tanks for the State as well as HEIs in the State and therefore, care should be taken to create robust, vibrant, merit-based SHECs. Compliance to the Graded Autonomy Regulations, 2018 in respect of Universities and Colleges by 31st October, 2018 Currently, over 600 colleges have an autonomous status. Based on the data available, the no. of institutions with a NAAC score of over 3.0 is closed to 1500 institutions. Therefore, there is adequate scope to increase a bucket of autonomous HEIs within the framework of the UGC Regulations on Autonomy State Governments and State Public Universities should create enabling eco-systems for according approvals for colleges to become autonomous so that we can increase the pool of autonomous colleges in the country as can be seen from the past experience, as providing autonomy with good institutional leadership to HEIs helps in promoting quality and

  • excellence. Further, RUSA has incentivized high performing

colleges and universities with generous financial resources. The ultimate aim and objective of this feature is to help institutions to move towards greater degree of quality enhancement and excellence.
