Key Issue 1 – Ruakura Open Spaces: Fixed v Indicative

  • Submitters propose that all open spaces should be indicative

Response

  • A zoned approach (fixed) for the greenway corridor aligns to the BOI decision and

is appropriate

  • Retention of the ecological link and neighbourhood park aspects of the open

space network provide a sufficient level of flexibility to ensure intended open space outcomes are achieved

Recommendation:

No change

  • Ruakura Open Space Zone is retained, with only amendments identified in the

S42A Reports supported

Key Issue 2 - LDP information requirements

Submitters seek amendments to Appendix 1.2.2.25:

  • Delete new text ‘total area provided for each open space purpose’
  • Delete new text ‘each neighbourhood reserve shall be an area of approximately

0.5ha and serve a catchment area of approximately 500m radius’

Response

  • Existing information requirements provide clarity on the ability of proposed open

spaces to adequately accommodate the intended multiple function

Recommendation:

No change

  • The open space information required as part of a Land Development Plan

application is retained, with only amendments identified in the S42A Reports supported.

Key Issue 3 – Strategic Infrastructure and Open Spaces

  • Submitter seeks to include Strategic water and wastewater infrastructure

in open spaces – within the Transportation Network section of the Plan. Response

  • Any provision for strategic water and wastewater infrastructure within
  • pen space areas needs to consider the impact on the intended open

space functions and ensure that these functions are not compromised.

  • Wastewater infrastructure is not provided for within the activity status

table 15.3, and is currently not anticipated to be located in the Ruakura Open Space Zone. Recommendation: No change
