Program funding is not considered. RSR considers all clients who received the types of Services that the agency provided from Ryan White funding, regardless of who actually funded them.
RSR--Eligible Scope
Eligible Clients & Services Reported in RSR RSR Client Eligibility Evaluation Without regard to how it was funded, identify the Clients who received the Types of Services that RW funds in the RSR Reporting Period Agency receives RW Funding identified by RSR Service Categories

ALL Ryan White Funding received by the agency must be considered in the RSR. This determines which RSR Service Categories must be reported. STEP 1: AIRS identifies the RW Part B Funded Services using the ‘Planning File’ imported into AIRS to determine the RW Part B RSR Service Categories. For this example, this is MCM (33K) and Housing (33S). STEP 2: Using a new AIRS entry screen, the agency must select all the RW Funded Service Categories (excluding Part B which are auto-loaded) for the RSR Reporting Year. These may or may not be entered in AIRS. For this example, the agency would select MH (33I) funded by Part A which is entered in eShare and OAMC (33A) for Part C entered in AIRS. STEP 3: AIRS reports Services in the ‘Funded RSR Service Categories’ provided to RW-Eligible clients in the RSR for the Reporting Year.
In AIRS, “RW Eligible Clients” are HIV-Positive, have annual income in
the RSR Reporting Period that is <435% FPL, and reside in NY State.
