  • Survey requirement – Usually 75%, but ranges from 15%

to 50% for non-resident vehicle measurement

  • Resident petitions, but a few cities with staff authority to

initiate changes

  • All issued Visitor Permits, except for Boston – a lot of

variety

  • 1 year permit to 1 day permits
  • Free to $12/day or $35/year
  • Permit fees – Free to $175
  • Annapolis has different fees for different districts
  • Permit Limits
  • Most had no limit
  • Those that had a limit ranged from 2, 3, or 4 permits
  • Restrictions – a lot of variety in length of time and end

STRENGTHS & WEAKNESSES

Strengths:

  • Pittsburgh – no longer issues physical stickers
  • r passes – uses license plates to enforce
  • Boston – Recently raised RPP fines
  • Savannah – Blocks are metered and residents

can park for free at meters Weaknesses:

  • Washington, DC – Need smaller districts to

prevent commuting within districts

  • Pittsburgh - Permit fees were set in the 90s

and haven’t been changed
