Hydropower in Sweden

  • 2 100 stations produces 40% of

the total electricity

  • 10% of the stations produces >

90% hydro electric power

Small hydropower (<10MW) Large hydropower (>10MW)

Installed capacity

Legislation - Environmental code

  • Many hydropower stations are old, need renovation, not

profitable and do not fulfill environmental terms

  • Gives opportunities to remove dams and station – but still a

court decision is needed.

  • Permission from environmental court necessary for hydropower

plants – authorities don´t take decision

  • Best possible technology shall be used (if not the costs are too

high)

  • Waiting for a new proposition regarding hydro electric power

Swedish dialogue on hydropower

  • Balancing the demands from the

EU Renewable Energy Directive and the Water Framework Directive

  • Ongoing process (5 year now)
  • 30 organizations involved
  • Consensus to produce:

a) Swedish strategy for actions b) Guideline on best available technique on fish passages and ecoflows

Swedish dialogue on hydropower

  • Swedish strategy for actions together with

the Swedish Energy Agency

  • Report 2014
  • All hydropower stations in Sweden divided

into 6 classes

  • Class 1 – important for energy balance – low

demands for environmental measures. 255 stations.

  • Class 6 – not important for energy balance

at all – full adaption to best available technology

BAT – best available technology to improve fish passage

  • Removal of dam and

hydropower stations

  • Fishways
  • Technical installations to

facilitate environmental flow regulation

  • Maintenance & monitoring

Restoration of lakes

Triple lakes, northern Sweden

  • Cutting reed
  • Creating spawning habitats for

arctic char (Salvelinus alpinus)

  • Timber floating-restoration in

inflowing rivers

  • Creating fish ways in rivers

connected to these lakes

Restoration projects

  • First restoration projects known – 1950’s
  • Numerous smaller restoration projects since
  • 5 large scale LIFE projects
  • – timber floating (Vindel River LIFE)
  • – dam removal and road culvert replacement (REMIBAR)
  • – timber floating, dam removal, road culvert replacement (ReBorn)
  • – dam removal, timber floating, re-meandering (UC4LIFE – Unio crassus)
  • – restoration of three lakes (Triple lakes)

Promising future for restoration

  • Hydropower companies will start a fund for environmental

actions at hydropower stations and related dams.

  • They got reduced taxes from the government in return,

starting 2017.

  • Still unknown how it will work.
  • Governmental funding for other types of restoration.
