Simple majority achieved. Failed to meet 8% quorum (4129.12 voters) – 637 votes.

 Concern over one e-mail blast that did not go out.  This blast did not go out due to clerical error. This was to one of ten segments of voters with CWL log-ins.  Even though they did NOT receive the e-mail, the ballot was still open to this segment in order for them to vote.  An e-mail blast was sent out at 9:00am the morning after the error was detected.  Turnout in that segment was comparable to other CWL segments.
