Queensland Community Care Changes
- The existing Queensland Community Care (QCC) program and all
current service agreements will cease on 30 June 2019
- A new Queensland Community Support Scheme (QCSS) will
- perate from 1 July 2019
- Provision of low-intensity, generally time limited support
services that maintain and promote independence, capacity, and quality of life
- Target support for people whose capacity for independence is
impacted by, low level disability, chronic health or mental health
- Two high level funded service types to support service users: In-
home Supports and Community Connection Supports. Greater capacity to wrap flexible support around individual service user needs

QCC Service Users Transitioning to NDIS
- NDIS is now available across all locations in Queensland
- QCC service providers have been asked to assist potentially NDIS
eligible service users to transition to the NDIS
- QCC service users who transition to the NDIS will continue to
receive supports and in many instances additional services as part of their NDIS plan
- Funding for NDIS eligible participants will need to follow them
into the NDIS
- It is imperative that all QCC service users who are NDIS eligible
transition to NDIS as the funding to cover their ongoing support will have been transferred from 1 July 2019

NDIS Transition Snapshot
As at 28 February 2019: – over 39,000 people with NDIS plans approved in Queensland – over 7,200 additional Queenslanders meet NDIS eligibility and are in planning – 94.8 per cent of former Disability Services Act 2006 clients who sought access were successful, a further 1.9 per cent are commencing the access process – Qld participants have spent $1.165 billion under their plans since transition started in 2016

Transition progress for new participants

- Access pathway
– 13,100 new participants have met NDIS access requirements – 4,700 more people have made an access request and are in progress
- Plan approvals
– Almost 11,000 new participants now have an NDIS plan – Approximately 2,100 are in planning or to commence planning

Meals on Wheels
From 1 July 2019:
- Funding for Meals on Wheels services will continue after current
service agreements cease on 30 June 2019
- Change of purpose of funding – no longer solely for assistance with
the preparation and delivery of meals. It is now a contribution to the operation of the services and to assist with community support
- Short Form service agreements will now be for a three year period
from 2019-2022
- Short Form service agreements are in the process of being finalised
and will be sent to organisations shortly
- Change in reporting requirements to reduce red tape and to align
more closely with Community Services funding processes. No longer a need to report Minimum Data Set

QCSS Procurement Process
- New QCSS funding is subject to a tendering process
- The request for quote closed on December 13 2018
- Providers who successfully tender for the new QCSS
will need to commit to support current non NDIS eligible QCC service users who need to transition to the new QCSS
- Providers who have been unsuccessful or did not
tender will be asked to work with the new QCSS providers to assist the transition of service users.
