Training provider • ‘A training provider under this framework is an organisation or independent instructor contracted by a directed entity (Airport/Airline/Cargo RA/IFS entity) to provide mandatory aviation security training services to its staff. If training is conducted in-house by the directed entity’s own staff, the entity itself is the training provider. All certificated instructors are required to be linked to a registered training provider - if they work as an independent instructor, they must register as their own training provider.’

Report and risk Self External Familiarisation Registration assessment assessment assurance visit grading • Applies to all training providers, regardless of syllabus delivered • Register as training provider online by completing web based registration form eg - Provider contact details, instructors, syllabuses delivered, proposed visit date (if phase 1-3), proposed visit location • Pay annual registration charge online • Confirmation email from CAA • Any instructors not linked to a training provider will be removed from the CIN list on May 1 st 1-30 April 2019

Report and risk Self External Familiarisation Registration assessment assessment assurance visit grading • Complete self assessment report (SAR) • Identify evidence available to support judgements made on SAR • Where gaps identified, take action to meet minimum standard • Minimum expectation is for all training providers to be rated Good . • Note the areas of the standard designated ‘critical elements’ • Advise CAA if proposed visit dates no longer feasible • It is recommended that the process is started as early as possible. Feedback from pilots is that there is a benefit to doing this when developing training for the new syllabus Final deadline for submission is two weeks before external assurance visit

Report and risk Self External Familiarisation Registration assessment assessment assurance visit grading • CAA administrator will initiate liaison between you and the EQA to agree the date and location of the visit 8 weeks in advance • Payment to be made • Where the training provider registers their business at their home, an external venue should be used (case by case basis) • EQA will have received confirmation that all trainers have a CIN number • EQA will have received SAR prior to visit • Eight weeks prior to proposed visit, the CAA administrator will commence the process of finalising the visit date • If visit is cancelled within fourteen days of agreed visit date, there will be no refund

Report and risk Self External Familiarisation Registration assessment assessment assurance visit grading • The focus of the visit is to review the evidence against each aspect of the standard • EQAs will be CTC cleared • Evidence can be digital or hard copy • Whilst the focus is on making judgements, the EQA will additionally provide advice and guidance verbally to support continuous improvement • EQAs will make judgements against the standards document and completing a report form that mirrors the SAR (available on website) • EQAs will go through the report systematically • It is at the discretion of the training provider whether to provide any refreshments. It is not an expectation. It is anticipated that the visit will last up to six hours

Report and risk Self External Familiarisation Registration assessment assessment assurance visit grading • Following the first visit, an assessment grade is awarded • If the grade is ‘requires improvement’ evidence will need to be submitted within three months • In subsequent years , there will be implications for all grades • High grades will allow more time between visits (up to 24 months) • Low grades will require more frequent visits (less than 12 months – additional costs) • A covering email will be sent, with the report, confirming the status • The grades will not be made publicly available by the CAA. Training providers will be allowed to do so. The report, together with the overall assessment grading will be with you within five working days of the visit

Report and risk Self External Familiarisation Registration assessment assessment assurance visit grading Overall rating requires improvement (at least one critical element requires Revisit within 3-6 months improvement, or more than five other individual aspects) Overall rating good (no more than five aspects require improvement and Revisit within 12 months none in critical elements) Overall rating good with outstanding features (no aspects require improvement and at least five aspects Revisit in 18 months are outstanding) Overall rating outstanding (no more than five aspects are good and none Revisit in 24 months in critical elements)
