Workforce Solutions Workforce Solutions Department • Ramsey County Workforce Solutions has 80 employees and provides workforce services and job training to businesses and residents of Ramsey County. • We serve over 11,000 job seekers each year. In addition, more than 1,000 visits at Career Labs each month. • During COVID-19, we are serving clients remotely and via our Community Career Labs in partnership with Saint Paul and Ramsey County Libraries. 8

CARES Funding CARES Funding: $96.027M • On April 22, 2020, Ramsey County received $96.027M from the US Treasury through a formula-based allocation for the Federal CARES Act Assistance for State and local governments. • Requirements restrict use of funds. • $40M (Estimated Budget): • $16.3M for the homelessness response • $2.5M for COVID-19 testing and public health response • $1.5M for community engagement and racial equity work • $1.2M for contracts related to disaster cost recovery and compliance • $10M in non-personnel spending based on spending to date and projections through the end of the year • $8.5M in personnel costs based on preliminary information • $56.027M dedicated to COVID-19 relief programs in the areas of financial, workforce and small business assistance. • $26.027M total request financial assistance • $15M total request small business assistance • $15M total request workforce assistance 14

Role of your planner Role of your Workforce Solutions Planner • Main contact • Provide technical assistance and support to ensure mutual success in programming – Office hours available - Schedule ahead for Tuesday and Thursday office hours or by other special request • Reviewing documents – Receives your monthly report form – Invoices (as needed) – Rate of spend – Communications and marketing materials – Policies • Discuss any program successes and challenges 17

Cost Cost – section 4 of contract • Contract not to exceed amount must be spent by December 30, 2020 • Any underspending at the end of the contract year will automatically revert back to the County. • Reimbursement basis • Only expenditures made in accordance with the approved budget as Attachment B in your contract will be paid. – If you need a modification, you need to work through process with your planner. • All costs and expenditures must occur during the contract period which is the date the contract signed by all parties or start date in the contract whichever is later. 19

Disallowable Disallowable • No events such as amusement, diversion, social activities, ceremonial events, and related costs such as lodging/facility costs, rentals, and gratuities. • No medical services, fines, parking tickets, traffic fines, restitution or other penalties, defaulted loans, donations, penalties, legal fees/fines, etc. 21

Payment Payment – section 7 of contract • Invoices are due no less than monthly by the 7th of the following month – Exception is 2 invoices in December. • All reimbursements must be signed by the Contractor’s authorized official. • All invoices must be signed, printed, saved as a .pdf, scanned, and sent as an attachment to the e-mail CARESWorkforceServicesInvoices@co.ramsey.mn.us. • All invoices must be submitted using WFS’ authorized Invoice form. Payment will be made for actual costs incurred during the invoicing period. • Back up documentation: A general ledger should accompany invoices. Financial records should be maintained through an accounting system which sufficiently and properly reflects revenue and all direct and indirect costs of any nature incurred in the performance of the Agreement. 22

Payment Payment – Section 7 of contract • Direct Deposit is the goal but checks will be cut until that is set up • Rate of spending analysis will be reviewed: – October 15 – The County may unencumber funds for the purpose of reallocating funds to other County purposes if the County has determined that the Contractor will not expend the funds allotted during the term of the Agreement. 23

Monitoring Monitoring, Section 5.1 • Monitoring is to ensure the success of your organization and to prevent issues • Monitoring may take the form of: – Check-in Calls – File Reviews – Reviewing Financial and Programmatic Reports • Help identify additional training needs or TA • Section 7.10 Audit: Retain records for 6 years after services have ended 24

Monthly Reporting Monthly Reporting - Section 2.1 part c • Information to be gathered at intake, either use provided form or incorporate into your intake. • A monthly report is due on the 7th of every month • Submit monthly narrative and data progress to your Workforce Solutions Planner using the county provided form. • Information we ask in a monthly report are: – Narrative about success stories and the COVID-19 related workforce challenges your participants experience that month – Activities – Demographics – Outcomes for that month 25
