  3. BACKGROUND 10 year plan to address deferred maintenance needs in State office buildings. The first two projects are the O Street and Natural Resources Buildings. Timeline • Both projects were funded in 2016 . Contracts executed in February 2018 . • Existing Natural • Project Labor Agreements executed in April 2018 . CURRENT CONDITIONS • 40-50 year old office buildings and workplaces. • Ranked as three of the five office buildings in poorest physical condition by the State’s downtown office infrastructure study. • Current deficiencies • Access to daylight – limited • Acoustics – difficult to concentrate • Temperature and air quality – too hot or cold, fresh air concerns • Ergonomics – uncomfortable chairs, non-adjustable desks • Technology – meeting room A/V is old or non-existent • Meeting Rooms – not enough rooms for simple, quick meetings. • Amenities –food service, fitness, retail, childcare desired. • Flexibility – office moves are difficult and costly 5

Focus on maintenance and operations -- innovative and usable. • Building maintenance and operations functions will be provided by DGS staff. EMPLOYEE-FOCUSED DESIGN Employee Well-Being • Physical • Daylight, good ventilation, fresh air, glare control. • Height-adjustable workstations (sit-stand). • Attractive stairways connecting office floors. • Shared outdoor terraces. • Healthy food choices with on-site dining. • Fitness center, bike parking and showers. • Emotional • Safety, multi-level security and a sense of belonging. • Quiet rooms and Mother’s rooms. • Cognitive • A variety of spaces for concentrating and working with others – one-person and small meeting rooms. • Sound masking in open office areas to control noise. • Improved technology and tools. Social, Organizational and Cultural • • A variety of places to congregate, socialize and celebrate -- break areas, marketplace/food court, terraces. • Simple wayfinding and orientation inside the building, sense of identity within work groups. • Collocating the staff for each department improves collegiality and improves knowledge-sharing. 21
