PRISONS AND PANDEMIC

❏ People in prisons and other places of detention centre live in a close environment with one another-- Condition that facilitate transmission of diseases . ❏ According to NCRB statistics, 2018, more than 4,60,916 inmates reside in over 1,339 jails in India with Uttar Pradesh, Madhya Pradesh, Bihar, Maharashtra , West Bengal and Punjab accounting for 57.1% of total prison population of India. ❏ Covid 19 outbreak in custodial setting are of importance for public health as these settings have potential to overwhelm the healthcare services and place additional demand on overburdened facilities in the community. ❏ Despite the very porous borders between the prisons and community, prisons are often excluded and treated as separate from public healthcare benefits.

  • Therefore, to manage a COVID 19 outbreak in the prison settings there need to be

effective planning and robust collaborative arrangements between the sectors; health, justice and prison administration that have responsibility for the health and well being of the people in custody. Such collaboration will be critical and ensuring a sustainable healthcare delivery system within these closed settings.

Identifying segregated area close to entrance as isolation sector.

Entry of all the new inmates only after sampling process.

Sanitization of complete jail premises as and when needed.

Separate paramedical staff for treating COVID positive cases.

Reducing movement prisoners and staff inside the premises

Administering time to time medication to one and all as prescribed by AAYUSH department.

Identifying separate staff for isolation area.

Maintaining proper stock of PPE kits, mask,sanitizers etc round the clock.

Time to time reminder for personal sanitization of staff and prisoners through audio message.

Counselling and motivating prisoners and staff alike.

  • 15 March Onwards Central jail Jabalpur started making face masks. More then 1 lakh

Face masks were produced by central jail Jabalpur alone, with Madhya Pradesh prisons producing more than 3 lakh masks in a very short period of time.

  • Prisoner interviews were completely prohibited from March 21, 2020 in order to avoid

any infection entering into the prisons. For all the contacts with the family members the inmates were provided with incoming call facilities .

  • New quarantine rooms were made with special quarantine guarding staff .
  • Medical staff were trained at all levels equipped with medical emergency kit .
  • Monitoring jails through video conferencing once in a day.
