Its territory is 603,700 km2 (the largest country wholly in Europe). The geographical location of Ukraine is the central part of Eastern Europe. It has 7 international seaports, 65 airports, 22 000 km of railway, about 170 000 km of roads, over 2 000 km of waterways. It has a population of 45 675 thousand people. It is 5th place in the world in grain exports (Ukraine has 30% of the world’s black earth) and it is 8th place in the world for the production of steel. The following are some well developed industries: agriculture, energy, mechanical engineering, metallurgy, chemicals, tourism and IT-technology. The Gross Domestic Product per person is 6 700

  • dollars. The value of exports is 38,2 billion USD. The value of imports is 44, 9 billion

USD. Slide 3 Briefly about our region: the Zaporozhye region is comprised of 20 districts, 14 towns, 23 urban-type settlements and 918 villages. Its population is 1.806 million people. The landscape is flat. There are 109 rivers on the territory of the Zaporozhye region, the largest of which is the Dnieper. It is an important transport junction of Ukraine. In addition, the Dnieper supplies the industry in the region with water, there are a number

metallurgy, mechanical engineering (including electrical, aeronautical and automotive), energy (the largest in Europe is the Zaporozhye Nuclear Power Plant), chemical and petrochemical, food and light industry, agriculture and pharmaceutical production. The highways E58 and E105 pass trough the territory of Zaporozhye region . Slide 4 Melitopol is a city of regional significance. It is the second largest city in the Zaporozhye region. Total area: 49.66 km2. Population: 157 thousand inhabitants. 25 million people live within a radius of 300 km. Slide 5 Historically Melitopol has been, and still is, the gateway to the Crimea. The city is located at the crossroads of 2 international routes - E58 and E105. Melitopol is the only city in Ukraine, where these highways cross. In the summer time road traffic in the city reaches a level of 40,000 - 45,000 vehicles per day, heading towards the Az1ov Sea and Black Sea coasts. Within a radius of 150-300 km there are: International airports in Zaporozhye, Simferopol, Dnepropetrovsk, seaports in Berdyansk, Mariupol, Genichesk. The distance to Kyiv is 700 km. Distance to Seas: to the Sea of Azov its 50 km, to the Black Sea its 250 km.

Slide 6 Since 1784 (the year when Melitopol emerged on the world map) the city's development was closely linked with trade, iron foundry, mechanical engineering and maintenance of the Crimean railway lines. Slide 7 The strategic vision of the city is: Melitopol is a crossroad of historic routes, city with a unique spiritual heritage of Indo-European cultures, key transport, industrial, commercial and educational center of Azov Sea region, modern comfortable city, with its own particular architecture and a young soul. Slide 8 The basis of any profitable business is the presence of raw materials. And Melitopol is best-positioned - within a radius of 150 km we have: metal, fruits, vegetables, grains,

  • honey. Naturally, that helps to develop key sectors of the city economy.

Slide 9 Briefly about the city's major industries. The first and most important component of the industry of the city is mechanical engineering. The dynamics of the machinery transformation from a "Soviet" model to a "European" one surprises many visitors of

  • ur city. Literally during decades, after the Soviet Union collapse, about 100 small and

medium-sized engineering enterprises appeared in the city. The entrepreneurship in the field of machine engineering is developing actively. In Europe, similar small plants are the basis of municipal budgets. Melitopol is first place in the Zaporozhye region in the development of small and medium-sized engineering businesses. Over the past 15 years, about 100 plants of small and medium-sized engineering and food industry businesses appeared the city. The volume of products sold over the last three years: in 2009 it was a 173 million USD, in 2010 - 207 million USD, in 2011 - 217 million. The city has about 2 000 production and commercial enterprises and about 7 000 private entrepreneurs. Three city programs and two business councils led by the mayor of the city regulate the support of the business, which effectively helps businesses to grow. Slide 11 There are many unique enterprises that stand out for their products and customers: The plant "BIOL" - makes the dishes comparable to international brands, The plant “TALCO” - collaborates with General Motors, Camozzi and Festo; The plant “AUTOPRIVOD" is the third company in the world that has mastered the knot for YaMZ engine; The only plant in the Ukraine that produces engines for cars “AvtoZAZ-MOTOR”;

The plant “Avtotsvetlit” is the only plant in Ukraine, that produces 5 types of complex castings (steel, including stainless steel, cast iron, aluminum); produces shock absorbers for different vehicles, The company "ROSTA" – the owners of this company have developed innovative agricultural machinery and irrigation systems. The company produces heavy tractors of K-700 type, hydraulic tower vehicles, induction furnaces for the foundry and other metal processing products. The mechanic engineering of the city is valuable because it does not offer materials, but products with added value obtained after the processing of raw materials (metal). Slide 12 The other major industry is the food industry. As it was mentioned before, the raw materials, located near the city supplies this particular industry. In the last 5 years breweries, some manufacturers of bakery products, confectioneries, manufacturers of smoked fish started operating in the city. Due to the innovative products offered by many small enterprises in Melitopol they are able to compete with much larger companies that have a long history of development, such as sunflower seed oil- extraction and milk-processing plants Olkom and Melitopol meat processing plant. Slide 13 The light industry is well developed: Melitopol Sewing Plant Elegant produces clothing for exports. The factory has "dressed" the AIR France and French railway «Polaris» employees, Dutch police and firefighters, Italian tax Police, it delivers its production to a world-famous network of boutiques «Grosso-Moda» in Netherlands and to the Penfli Industries, NY, USA. Melitopol Knitting Factory Nadezhda produces knitted goods that are of the highest quality. The factory uses cloth from local as well as foreign producers. Slide 14 The geographic network of exports is closely linked with the CIS countries, but in 2011 there has been a stable increase of exports to Europe and Asia. In addition, the foreign trade balance is positive and exports exceeds imports by 7 times. The export volume in 2011 compared to 2010 increased by 49%. 270 companies involved in foreign economic activity are registered in Melitopol. Slide 15 The overall product composition of exports reflects the importance of engineering and food industries. Slide 16 Local goods are competitive, and the city is attractive for potential investors, and for

  • pening new production facilities. It is related with low production (indirect) costs: the

average salary - 232 $USD, price for 1 m3 - 0.547 $USD, drainage - 0.726 USD, the price of 1 Gcal of heat - 56.5 USD, the price of 1 kWh of electricity - 0.124 USD, the price of 1000 cub. m. of gas 1000 - 399.8 USD, the price for 1 m3 Housing - 600 USD, the price for 1 ha of land - from 10 000 USD to 100 000 $USD.

These operating expenses are advantageous to the development of business in a competitive environment. Slide 17 Taking into consideration the direction of the city’s economic development, we are preparing the correspondent infrastructure: Greenfields – there are 13 different vacant lands with a total area of 50 hectares and Brownfields – there are 23 free production facilities with total area of 168 000 m2. Advantages of the city’s Brownfields are the fact that the facilities are ready for use, convenient geographical location and availability of utilities. Slide 18 Melitopol industrial parks are global projects of economic development of the city. We consider our geographical position as advantageous for the development of industrial parks. Just recently, we have concluded an agreement with the Melitopol district administration on the industrial park’s development in Melitopol district. The estimated total area of all of the parks is 660 hectares of land. Melitopol is a very well connected city. The point of connection to different utilities is located near the sites. We have a good consumer market, the availability of raw materials, a sufficient labor market and low operating costs. The customs office with extensive experience in export-import operations is situated in Melitopol. Industrial zones are operating actively in the city. We have qualified specialists to provide the needed labor for the respective

  • areas. We have developed technical and economic statistics with regard to these

industrial parks. Melitopol deputies took part in the creation of the Ukrainian Law on industrial parks. We have already started to negotiate with potential investors. Slide 19 The city has successfully implemented a large-scale investment projects with Korea, Project of DAEWOO Corporation; with the Germany, Project of REMONDIS Corporation to collect solid waste; with Italy, the project of SAI Corporation to produce hydraulics for mobile machinery. Slide 20 The priorities of the city’s economy development as we see it are industry, agriculture, transport infrastructure, housing, urban infrastructure, construction, energy efficiency, urban transport, medical services. In this regard, we are elaborating city development strategy that would cover up to the year 2020. Its top priority will be the development of the local economy. Slide 21 Melitopol is the city of orchards and honey. Slide 22 Melitopol is the only city with an experimental cherry orchard with the total area of 200 ha in the heart of the city. Melitopol is unique in CIS countries. More than 25 varieties of sweet cherries were bred. Slide 23 Recently, the city is actively creating its own brand as "The City of Honey" (the historical origins of the name of the town have "Greek roots": in translation "melitos" is a "city of honey"). The city has formed a cluster of honey producers, prepared investment projects for the establishment of a Apitherapy center (treatment with the help of bee products) and encourages the creation of souvenir products made from honey. Slide 24 One of the features of Melitopol is that it has many active youth. There is a long history of universities and schools of the city that attracts young people to come here not only from Zaporozhye region, but also from Kherson, Dnipropetrovsk regions and the Crimea. There are more than 15 thousand students in Melitopol. 50% of the seats are free in higher education. From Soviet times a full range of options in preparing mechanical engineering professionals was maintained - vocational schools, colleges, technical schools and universities. The educational level of the city's population is high. This results from a strong education system, represented by different types of educational institutions at all levels of accreditation: secondary education, pre-school and specialized institutions, vocational schools and universities. Due to our highly educated labor market we are able to develop the city’s economy. Slide 25 Our children are our future. The city is very proud of its strong nework of schools and kindergartens. There are 23 public schools functioning in the city. The total number

  • f pupils is 20 000 people. The provides pupils with everyday lunches up to 5th grade.

Kindergartens and secondary education are free of charge. There are 26 kindergartens in the city with 4 800 children attending them. All of the education institutions have Internet access. In the Social Rehabilitation Center for Disabled Children 160 children receive rehabilitation service. In 2011, 30 children went to the International Children Center "Artek" and the Ukrainian Children's Center "Young Guard"; 28 children requiring special attention and social support were given therapeutic services at Children's Recreation Center Northerner. Melitopol has 9 different types of classes for the arts and theatre that are part of an institution called the Center of Children and Youth Creation Work. Slide 26 Our health is the most valuable thing a person can have. There are 3 hospitals, child birth care, ambulance station, 2 policlinics and numerous dental clinics, AIDS Center, psychiatric clinic in the city. 4 doctors were given a highly honorable status by the state, 2 doctors are candidate of medical sciences. Free hospital treatment, prescription drugs benefits for seniors and free family doctors are available in the city.

seven city programs aimed at improving the health care for children, patients with renal failure, war veterans and at improving the conditions in hospitals are operating in

  • Melitopol. This year, for the first time, digital fluorograph was purchased. Using the

accumulated funds of health care institutions Melitopol has purchased 5 cars for medical care, primarily for sector doctors. There are 222 sports facilities for various sports

  • activities. An international competition in motocross, regular and artistic gymnastics,

powerlifting, handball, boxing, kickboxing, karate are held in the city. Slide 27 We hold our veterans in high esteem. We have an NGO that supports veterans and we actively cooperate with it. During the celebration of the 68th anniversary of the liberation from Nazi invaders Melitopol veterans received a car as a gift from the city

  • administration. There is also a permanent program that guarantees free medicines, free

subscription to the municipal newspaper, free vacations to resorts by the sea shore. Local program such as "Vision," "Affortable renovation", "Preferential dentures", "Burial Assistance". In the city there are 4 "Veteran" buses belonging to the "ATP ASA" LLC that carry out transportation for these privileged categories of citizens. A network of 10 stores "Veteran" are functioning offering important products that are sold at discounted prices. Slide 28 Improvement of the city’s amenities is one of our pririties. In 2011 for the first time since the Soviet Union collapse the systemic transformation of the city’s appearance

  • began. Parks were improved, sidewalks restored, roads fixed, landscaping of the city

altered, lighting was improved, street decoration was installed. For the first time in 10 years 30 thousand square meters of asphalt was pave the streets, more than 24 thousand plants including 255 rose bushes were planted, 24 000 square meters of sidewalk tile were paved, over 31 km of electric wire were installed and about 1 000 new light bulbs were installed during only 1 year. This breakthrough was a result of joint efforts of local authorities and socially responsible businesspeople of the city. Slide 29 Particular attention in the project called "Improvement of amenities 2011" was given to the establishment of sculptures and monuments. Only during this year four new monuments were installed. These sculptures are dedicated to a literary hero, a mechanical engineer, a writer and other important figures of the community. This is the first time that these kind of projects were implemented over the last 20 years. Slide 30 For the first time in 20 years, energy conservation issues have become a priority for the city administration. In 2011 the monitoring of energy consumption was introduced in the city for the first time. Replacement of old bulbs used for street lighting to the energy-efficient ones has occurred. We want to utilize LED lighting technology. The taxes on lighting differ during day and night time. The equipment for thermal regulation was installed. The first solar energy equipment in the city is used to warm water at the child birth care ceneter. Energy-efficient boilers were built as well (they allow to save 3 000 000 UAH a year).

Slide 31 6 km from Melitopol there is a unique national historical and archaeological reserve called Stone grave. It is a small isolated mass of sandstone about the size of 240 by 160 meters, consisting of large boulders up to 12 meters in height. Stone grave contains 87 grottoes and caves, 65 of which have thousands of petroglyphs - drawings and symbols. Chronology of petroglyphs covering a vast period from the late Paleolithic era to the Middle Ages (from the XXIV-XXII years BC to the X-XII centuries AD). No human settlement were found in close proximity the Stone Grave. Judging from these facts the researchers concluded that the stone grave was used only for religious purposes. Slide 32 In 2008, Melitopol became a member of the Council of Europe project "Intercultural Cities" and is the only Ukrainian city representing the country in this project. European countries were interested in the Melitopol experience, where representatives of more than 100 nationalities and ethnic groups have been living together in peace for more than a century. Melitopol proudly calls itself the "intercultural capital of Ukraine." An association of national-cultural societies is actively working in the city. An exceptional peculiarity of the city of Melitopol is that it has never been a monocultural settlement, and for centuries a kind of a crossroads of different peoples and cultures existed here. Slide 33 According to the European index intercultural Melitopol took 4th place, demonstrating good results in all spheres. Experience of the city was included in the "Intercultural Cities" guide which will serve as a tool for further development of the project. Slide 34 In the result, a concept of creation of an intercultural park "MelitoPark" was elaborated as a flagship project in the strategic development of the city - the concept now published in many European sites and periodicals and attracts a lot of attention. It is an "international" story of its creation that awakes particular interest. In April 2010, an international workshop was created on the basis of the Melitopol State Pedagogical University. B. Hmelnitsky by a group of European architects and designers under the direction of Mark Glaudemans - Director of the European Laboratory for Urban Planning, dean of the Academy of Architecture and Urbanism (city of Tilburg, Netherlands). The goal was to develop the design project of the Gorky park of culture and leisure. Representatives of the Netherlands, Norway, Canada, Portugal, Spain, United Kingdom and Ukraine took part in the preparation and conduct of the workshop. The project included the best ideas of the five teams of Melitopol citizens that previously took part in the game of the British Council "City of the Future". As a result, the idea of the transformation of the central area of the park into the "Golden Circle"

their age, nationality, religious belief could communicate on the principles of unity and tolerance.

Slide 35 This year we began to actively transform the park into "intercultural". Currently 392 405 USD was invested in the development of the infrastructure of intercultural Park " MelitoPark". Slide 36 Melitopol is appealing because it has open and transparent government, skilled young people, our own engineering Silicon Valley, "the gateway to the Crimea", the intersection of 2 international highways, active development of small and medium-sized businesses in two key sectors - mechanical engineering and food industries, investment potential in the form of territories and industrial assets, and finally simply unique people – dynamic and innovative. Out of 446 Ukrainian cities Melitopol was ranked as one of the top 55 best cities to live in. Slide 37 Melitopol celebrates its anniversary on the last Sunday of September every year. All

celebration of the anniversary. For this reason we would like you to come to our city on this day. Slide 38 In conclusion, I want to mention the remarkable fact that 4 representatives of the U.S. Peace Corps are actively working in our city. 3 people are teaching English language and talking about U.S. culture at schools and universities, and one person is actively working with our municipality and community organizations of the city.
