  1. Presentation guidelines: Participants and organizations are invited to make a five minute presentation under Sessions 1, 2 and 3. Each session is based on the content of the 2016 Regional Trends Report (Chapters 1, 2 and 3). The aim of participant presentations is to draw upon national experiences to facilitate more focused discussions with diverse perspectives. Please include all pertinent information in your presentation, however, we ask you to focus only on the key messages in your presentation during the session. Participants may wish to enrich slides with data and policy related information from national sources as well as from the Asia-Pacific Energy Portal. All participant presentations will be made available through the 2016 Policy Dialogue event page. Presentations will be uploaded as they are received. In order to provide adequate time for each presenter, please keep your presentation to 5 minutes. Time limits will be strictly enforced. Please use the template and the following outline: Session 1: Emerging and Persistent Issues on Energy Security and the Sustainable Use of Energy 1. Drivers (1 slide) Identify main drivers and motivation towards energy security and the sustainable use of - energy in your country/subregion? 2. Volatile Oil Prices (2 slides) Identify economic instruments, policies and strategies adopted by your country to cope with - volatile oil prices? Describe how energy pricing/subsidy/taxation reform may take place in your - country/subregion. What is the overarching objective of the reform and what is the mechanism to ensure equitable redistribution of the benefits? 3. Energy Policies and Strategies (3 slides) With the view to enhance energy security and the sustainability of the energy sector, - describe changes brought into national energy policies and strategies on these aspects. What are the main challenges in transforming the energy sector to become sustainable. (financing, technology, data, capacity….) . Please also refer to the APEF Action Plan adopted in 2013 by the Ministers and representatives attending the first Asian and the Pacific Energy Forum held in Vladivostok.

  2. Session 2: Transboundary Power Trade and Interconnection 1. Drivers (1 slide) Identify main drivers and motivation towards energy connectivity in your country. - 2. Challenges and benefits (1 slide) Identify the most substantial challenges to regional energy connectivity in your country. - o Are the benefits (economic, social and environmental) clearly identified and is there enough trust that such benefits will be distributed among the stakeholders? 3. National vision (1 slide) Identify a national vision towards regional connectivity. - o What could be the vision, if there is none? Identify any institution(s) taking a strong leadership role in driving towards this vision. - 4. Regional cooperation (1 slide) Identify how regional cooperation could facilitate accelerating subregional initiatives. - o In promoting such a vision, what are the strategic issues that require further studies and analysis to present to the Government and why? 5. Way forward (1 slide) Determine whether the recommendations outlined in the Background Document on - Connectivity align with your national vision. Determine what actions need to be taken at the (a) national; (b) subregional; (c) - regional levels to address some of the obstacles to further promote subregional initiatives. o How can the acceptability of these initiatives/projects be raised? Session 3: Access to energy services: Institutional framework and Financing Mechanism 1. Understanding the Situation (one slide) What is your goal and target for increasing access to electricity and access to non-solid - fuels? 2. Overall Planning What are your strategies for delivering energy access and ensuring affordability, reliability - and sustainability? What are the main activities and means to implement the strategy? -

  3. 3. Institutional Framework Identify specific issues in strengthening national institutional framework to strengthen its - effectiveness in planning and delivering initiatives for energy access. 4. Financial Mechanism Identify specific challenges in developing measures to mobilize financial resources for - energy access.
