Timeline to date • The Board Policy Management Committee reviewed a framework for revising Policy IGS, Educational Technology, on May 15, 2018, identifying topics to be addressed and background materials to be analyzed. • On May 21, 2019, the Maryland State Department of Education (MSDE) presented proposed digital learning standards to the Maryland State Board of Education, based on standards developed by the International Society for Technology in Education. • Ongoing collaboration with community stakeholders: MCPS representatives meet regularly with Digital Screen Time Work Group (convened by the MCPS Chief Academic Officer), and Montgomery County Council of Parent-Teacher Associations Safe Technology Committee (on which MCPS is represented by the Office of the Chief Technology Officer). 3

Key Revisions Proposed • Incorporate MSDE Digital Learning Standards and findings from the review of benchmarking and research • Refocus of existing Policy IGS to include, not only the Board’s vision for the MCPS technology infrastructure, but also to identify key principles to guide the integration of technology in teaching, learning, and operations and to embed technology in the curriculum 5

Key principles to address integration of technology to support teaching and learning • Technology is an integrated part of the teaching and learning process that supports curricular goals (Section C.1). • It is the Board’s expectation that staff and students use technology resources capably, actively, and responsibly (Section C.2). • Technology supports students in meeting diverse learning needs and pursuing a range of interests (Section C.3). 6

Supporting Curricular Goals • Evidence-based instructional best practices will guide – • the development and/or identification, selection and acquisition of educational technology products, and • the purposeful and strategic integration of such resources to support and enhance teaching and learning via multiple learner pathways, which may include direct instruction, blended learning, and distance learning. 7

  8. Capable, active, and responsible use of technology • MCPS will identify competencies required for - • capably integrating technologies in instruction; and, • providing appropriate professional learning and support strategies needed for staff to be empowered professional learners to use educational technology in the delivery and support of instruction. 8

  9. Balancing technology with other instructional modalities • Instructional practices will appropriately balance the use of educational technology with a variety of instructional methods and modalities in support of active, engaged, meaningful, and socially interactive learning. • MCPS will take into consideration the age and developmental level of students and recognize the importance of monitoring the amount of time spent with digital content, and provide a variety of learning methods and environments. 9

Equity and Access Equity and Access: • The strategic integration of digital tools in support of instruction considers the equity implications of students’ access to technology and the disparate challenges students may face when required to use educational technology outside of the school setting. • MCPS utilizes a variety of instructional modalities in response to these equity implications. • Textbooks, digital devices, and print and digital learning resources will be selected, acquired, and distributed in a way that makes them usable across the widest range of individual variability. 10

MCPS is committed to data privacy and data security Data Privacy and Data Security (Section C.2.d) MCPS dedicates appropriate resources to protect information and information systems from unauthorized access, use, disclosure, disruption, modification, or destruction, while keeping such information highly available for teaching and learning, and school system operations. MCPS develops specific systems, protocols, and guidance for protecting student and staff data. 11

  12. MCPS is responsive to evolving technology needs and promotes equitable and easy access to technology. Technology Infrastructure (Section C.4) MCPS provides a comprehensive and functional technology infrastructure to support instruction, operations, and communications with the community. • Although technology evolves rapidly, MCPS commits to using emerging technology balanced with careful analysis of operational needs and available resources. • MCPS leverages technology to develop and expand collaboration and communications and establishes standards to ensure equitable and easy access to technologies for teaching and learning and day-to-day operations. 12
