  • The intended use of the athletic facilities is limited by Administrative Procedures

9205, 9229, and the board adopted Point Loma Field Use Policy.

  • The Point Loma High School Field Use Policy was developed with input from students,

parents, and neighbors. It was approved by the Board of Education in July 2014.

  • Point Loma High School facilities shall be used primarily for the benefit of students

attending schools in the Point Loma Cluster.

  • The athletic facilities will not be commercialized by allowing rampant use of outside

leagues and organizations. PLHS facilities may be made available to outside persons or community groups only when several specific conditions are met.

  • “Use of the stadium lighting shall be limited to eighteen (18) nighttime events, not

including playoff games or the use of the lights to allow completion of games and practices which begin during daylight hours, but carry over into darkness due to Pacific Standard Time.” 13

Project Lo Location

Point Loma (Peninsula) Point Loma is a large longitudinal hill projecting into the Pacific Ocean from the north end

  • f San Diego Bay, and as such is a major protective feature of the harbor.

The Peninsula is a highly urbanized community, comprised of a number of relatively distinct residential neighborhoods. Point Loma High School was built in 1925 and is located in the Loma Portal neighborhood. This neighborhood is one of the older areas of the Peninsula and, as such, is characterized by substantial amounts of landscaping, small winding concrete streets and old street lights, many of which are located in the middle of street intersections. Mitigation Measure T‐1: Implement a traffic management plan (TMP) , which would include traffic controls to reduce the delays at the impacted intersections through optimizing the movement of

  • vehicles. The TMP shall be developed prior to and for implementation by the first nighttime evening

event at the upgraded track/football field. The TMP shall be implemented for each nighttime field event with a forecast attendance of 327 296 persons or more and/or generating 148 vehicles or

  • more. The TMP shall include the following criteria:
  • A. Identify key intersections and roadways, such as Voltaire near Udall, for the placement of by

professional traffic control personnel to direct traffic.

  • B. Identify strategic locations for the placement of temporary directional signage to guide event

attendees to district‐owned, off‐site parking lots within one mile of Point Loma High School (see E. below).

  • C. Require directional signage to be displayed one hour prior to the start of each event and removed

by 11:00 p.m. on the day of the event.

  • D. Notice students and their parents via flyers, school website, school newsletter, and/or

social media about the availability of overflow parking at the designated overflow parking lots.

  • E. Identify and confirm the availability of the off‐site parking lots, including but not limited to Correia

Middle School, Dana Middle School, and Loma Portal Elementary School. ADA‐accessible spaces shall be reserved at Point Loma High School.
