WHAT IS A PROBLEM BALLOT?

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-16
SLIDE 16

DIFFERENT ISSUES, DIFFERENT SOLUTIONS

Ballot received without a ballot affidavit – two types

1.

Can identify voter from a return address

2.

Cannot identify voter – not enough on envelope to identify the voter

No Ballot Enclosed

No signature on Ballot Affidavit

Signed by Power of Attorney

Voter is assisted

Household mix up

Prior Elections

Unable to confirm signature

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-17
SLIDE 17

SOLUTIONS

 A replacement ballot is sent whenever possible  If too late to send a replacement, voter is called, texted, emailed and gets

a letter

 We give the voter their options – go to an early voting site, vote

provisional at the polls

 We can send ballots anywhere in the world

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-18
SLIDE 18

NO BALLOT AFFIDAVIT – CANNOT ID VOTER

 No indication of who sent the ballot  Ballot itself has nothing on it to indicate who

sent

 Some have just an address – could be more

than one voter at that address with an

  • utstanding ballot

 If so, we call to determine whose ballot it is and

send replacement

DIFFERENT TYPES OF SIGNATURE ISSUES

 Voter is assisted  Ballot signed by someone other than the voter – could be a

household mix up

 Print vs. cursive  Cannot confirm signature with what’s in voter registration file

SLIDE 22

POLICIES AND PROCEDURES

 Must give the voter due process  We try to talk to the voter on all of these types of questioned signatures  Each voter where we have a phone number is called and an attempt is

made to text that number

 If we have an email address, they get an email  If we don’t speak to the voter that day, a letter goes out to them

PROCESSING PROVISIONAL BALLOTS

 Fail Safe Voting per Federal Statute  Early ballots – staff can process about 2 per minute  Provisional ballots – processing takes about 10-15 minutes PER BALLOT  Each provisional is second checked  More research involved

RESEARCH FOR PROVISIONAL BALLOTS

Are they registered?

Did they vote their ballot by mail?

Did they move?

Did they go to the correct polling location?

Check the old roster for those who moved

Complete all the paperwork

Make copies of appropriate documentation for those that voted twice

Every provisional ballot is checked by a second operator

2018 GENERAL ELECTION

 The current system under Arizona State Law governing the

election process did what it was supposed to do

 Very close races – US Senate, State offices, local races  Large volume of dropped off ballots-by-mail on election day –

especially in Maricopa and Pima counties

 Lots of media scrutiny – wanting immediate election results  Desire for “instant results”

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-40
SLIDE 40

AFTER ELECTION DAY

 Pima County had about 30,000 mailed ballots dropped off at the polls on

election day

 We started processing them at 7:00 am on Wednesday, 11/7  With a full staff working 11 hour days, it took us until the end of the day

Thursday, 11/8 to process all 30,000 dropped off ballots

 Some of the dropped off ballots were problem signatures and required

phone calls, texts, emails and letters

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-41
SLIDE 41

WHEN THE RECORDER’S OFFICE IS DONE

 After the Recorder’s Office is done, ballots are sent to Elections Division

to the Early Boards

 They open the ballot affidavits and separate them from the ballots  Elections does the actual tabulation

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-42
SLIDE 42

WORKING ON PROVISIONAL BALLOTS

 We started working on our 18,000+ provisional ballots Friday morning, 11/9  Full staff (35-40 people) worked 11 hour days, every day including Saturday, Sunday

and the Veteran’s Day Holiday

 Observers and legal counsel present during the process  We began giving completed provisional forms to Elections on Sunday, 11/11  Elections has to match up the form with the provisional ballot envelope, then process

the actual ballot for tabulation if it is to be counted

 We finished our 18,000+ provisional ballots on Friday, 11/16 in the morning

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-43
SLIDE 43

GOVERNMENT RESPONSIBILITY

 Make sure every vote that should

count, counts

 Make sure any vote that shouldn’t

count, doesn’t

 Transparency  Security  Due Process – treat all voters

equally

 Voters who dropped ballots off at the polls

should have the same opportunity to confirm their signature as those who mailed back their ballots earlier

 All signature issues receive a call, a text, an

email and a letter to confirm their signature

 After election day, legal issues cannot be

resolved – no signature, no ballot, signed as power of attorney. They will not count. Too late to resolve.

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-44
SLIDE 44

VOTER RESPONSIBILITY

 Education of voters is key  Same message throughout the

state

 Media education coordinated

with SOS and Clean Elections with the counties

 Smaller counties are all done

within a couple of days of the election

 Large counties (Maricopa and

Pima) have much larger volumes due to much higher populations

  • F. ANN RODRIGUEZ, PIMA COUNTY RECORDER JANUARY 2019
slide-45
SLIDE 45

SUGGESTIONS

 Enable an earlier start to tabulation – at least for Maricopa and Pima  Epollbooks and vote centers – must prepare for possible equipment failure  Pros and Cons of any solution  Keep in mind small vs. large counties – not one size fits all

 Bottom line – what’s best for the voters of the State of

Arizona
