  • Trafi has issued during the year 2016:
  • 19 new pilot licenses
  • 82 pilot licenses renewed
  • New fairway has been added to 7 pilot licences
  • 85 new PECs
  • 121 PECs renewed
  • New fairway has been added to 15 PECs
  • 34 new Exemptions
  • 4 exemptions renewed

Legislation exercise

  • Revision of Pilotage act (940/2003) and New

Government Decree on Pilotage (1385/2016):

  • New legislation came into effect 1.1.2017
  • Work included amendments into Vessel Traffic Service act

(623/2005)

  • Took abt. 2,5 years
  • First round of comments Nov/Dec. 2015
  • Second round of comments in March/April 2016
  • Still large number of comments with conflicting views
  • Further work carried out by Ministry of Transport and

Communications together with Trafi

Main Changes 1

  • Removed ship’s draft (4,5m) as a trigger for pilotage
  • Other triggers being length 70m and breadth 14m, the draft

was not seen very significant limitation:

  • Studied all vessel calls into Finnish ports and the dimensions
  • f the calling vessels for one year period
  • Studied dimensions of vessels in the Register of Ships
  • Of cargo vessels, length/ breadth limit was reached before

the draft limit

  • Small amount of Tugboats were within the other dimensions

and exeeded the draft 4,5m

  • Facilitation of bunker services, (especially LNG)
  • Tankers under 90m of length, carrying Gas or MGO are now

possible to be exempted from compolsory pilotage by PECs

  • Previously the dangerous cargo triggered the pilotage
  • Precondition is double hull
  • No excemptions were possible
  • Precondition is that both the Master and Mate have PEC

  • Icebreakers are liberated from compolsory pilotage
  • Up to now they have operated by excemptions
  • From now on no excemption certificate is required
  • Icebreaker is a vessel which has contract with Transport

Agency for icebreaking services

  • The Transport Agency has a possibility by contract to require

any familiarization or training and experience

  • Tugboat with Tow of total length of max. 50m + 110m

are liberated from the compolsory pilotage

  • Prerequisite is that the Tug is fitted with A –class AIS device

messaging that the tow is under way

  • Up to now they have mainly operated by excemptions

  • Provisions of the requirements for training institute
  • STCW –audited
  • Nominated personnel for pilot training, familiar with pilotage
  • Written curriculum covering the requirements of the provisions
  • Suitable simulator with related software and up to date simulated

fairways and ship models

  • Suitable facilities and quality management system
  • No regulated prices anymore
  • Trafi evaluates whether the training organizer fullfils the

requirements for approval of the training provider

  • Inspections may be executed any time

  • For ensuring operational uniformity and actions in accidents

and states of emergency

  • Descriptions of procedures and communication
  • For enchancing cooperation between pilots and VTS
  • Description of cooperation between different authorities
  • Trafi has general duty to oversee pilotage

  • Trafi issues degree of pilot boarding places and fairways

  • Trafi keeps register of issued certificates

  • Trafi may issue exemptions for:
  • Weather/Ice conditions, environmental emergencies, exercises,

competitions/races, fairway contruction projects, surveys, cable laying or similar operations, special transport operation (tow), especial services in archipelago
