Illinois Pesticide Act • We Enjoy Pesticide Preemption – It is not a given • The Applicator is Still 100% Responsible for Off Target Movement • IDA Can Issue Violations Even if Affected Field Does Not Have Yield Loss • Violations, Even Warning Letters, Stay on Record for 3 Years from the Date of Violation. IDA has issued over 90 warning letters so far from 2017 dicamba investigations.

  5. • Had Meeting with IL Dept of Ag in December 2016 to Consider RUP designation • Ran the “Do and Don’t” poster in all major ag publications • Had Detailed Education Sessions @ IFCA Winter 2017 Convention: Drs. Norsworthy, Bradley, Hager & Gary Schmitz (BASF)

  6. We Distributed 500+ Red Flags • Focused on Organic and non GMO Soybean Growers • Worked through the IFCA retailers to get flags to the growers; grower groups were not interested in the flags • Prepared postcard with instructions for use

  7. • IDA has 246 formal dicamba misuse complaints; • In a normal year, IDA receives 125 complaints TOTAL; in 2017 there are 350+ pesticide complaints • Retailers faced with handling their own issues plus private applicator applied issues

  17. • We Worked with University of Illinois to Assess # of damaged acres (estimate 600,000 acres impacted) • Surveyed IFCA Retail Members to get their Feedback and Suggestions (and enabled them to vent)

  18. IFCA Ag Retail Dicamba Survey • We asked 28 questions of our members about their experience • We informed Monsanto, BASF, DuPont, IL Dept of Ag and USEPA that we were conducting a survey and would share results • We shared our base survey with other State Associations to use if they wanted

Steps Taken Post Survey • Gleaned Helpful Measures from Survey to Develop Dicamba Stewardship Checklist for Growers and Applicators • Was the Impetus to Share Recommendations with MON, BASF and DuPont in a constructive way • Work with the Regulatory Agencies, Fellow Ag Groups AND most likely, the Illinois Legislature • Determine the Role of Insurance Carriers in the Big Picture – they may resolve the issues before any of us do.

  20. IFCA’s Priority Now – Spray Season 2018: • Provide Leadership & Transparency on the Issue in Illinois; be the “go to” people on this issue. Some Farmers are as Upset as Environmental and Anti Pesticide, Anti GMO Groups • Work with All Groups to Gain Support for IFCA Stewardship Checklist ( would like to see it on each bag of traited seed) • Provide Education & Tank Cleanout, Inversions and Things that Retailers Can Improve – Encourage Manufacturers to Work on Product Improvement (things beyond the Applicator’s Control)
