ITEMS MOVED TO OTHER DOCKETS ► Did not rule on Mass Save Data as statewide database − Will be covered in 14-141 ► DPU has decided that it will conduct annual EES adjustment and reconciliation (pp.112-116 Order) ► EES returns to annual calculation rather than 3-year ► Changes to the Mid Term Modification thresholds will be discussed in a subsequent proceeding − Thresholds under consideration – 2% bill impact and 20% sector budget +/- − Not a statutory consideration − Will be part of DPU procedure to update EE Guidelines www.ma-eeac.org Overview of DPU 3YP Order | 3

KEY DECISIONS ► Performance Incentive will not be split by sector ► PAs approved to evaluate DR programs − No targets set − CLC and Grid budgets approved except EV charging − Non-wires EE approved for Nantucket − Any demand offerings will have detailed plans − March 31 th report to DPU ► DOER and PAs will work together to develop appropriate C&I measure level data ► PAs need to review administrative costs − Keep current cost categories for comparison − Review best practice from around the country − Submit review report before next 3YP www.ma-eeac.org Overview of DPU 3YP Order | 4

ITEMS TO BE TRACKED FOR EEAC ► Cost-effectiveness determined at the core initiative rather than program level in 2016-2018 Three-Year Plan ► DPU directs each PA to conduct a service territory- specific energy efficiency potential study − Must be completed before next planning period − Consultants believe this should be directed through the EM&V process, which it was not last time − Lack of coordination resulted in disputed results of previous potential studies and limited coverage of program penetration ► Approval of weatherization of multi-family oil buildings www.ma-eeac.org Overview of DPU 3YP Order | 5
