  2. OCWD – Groundwater Replenishment System (GWRS) • The GWRS facility is a 100‐million gallons per day (MGD) advanced water purification facility • As part of the GWRS Final Expansion Project – OCWD will be increasing the treatment capacity of the GWRS facility by an additional 30‐MGD to be able to produce 130‐MGD of purified water upon completion of the project • This the “build out” capacity of the GWRS facility being completed in a partnership with Orange County Sanitation District (OCSD)

GWRS Final Expansion Project Contracts Overview OCWD GWRS Facility • Contract 1 is the GWRS Facility OCSD Plant No. 1 Expansion of additional 30-MGD of treatment capacity Exist OCSD 66‐inch Pipeline Rehabilitation Alignment • GWRS Treatment: MF, RO, UV expansion • Plant 2 Pump Station & Flow Equalization Tanks • Contract 2 is the Plant 2 (P2) Secondary OCSD Plant No. 2 P2 Effluent Pump Station & Flow EQ Tanks Effluent Pipeline Rehabilitation Project • Contract 3 is the P2 Headworks P2 Headworks Modification Project managed by OCSD Modifications

P2 SE Pipeline Rehabilitation Project • OCSD owns an existing 66‐inch reinforced concrete pipe (RCP) constructed in 1957 to send P1 secondary effluent to P2 and the ocean outfall. • Per an agreement between OCSD/OCWD – OCSD is allowing use of the 66‐inch pipeline for GWRSFE Project • This project will slip‐line the existing 15,750‐linear feet of 66‐inch RCP with either HDPE or FRP to convert pipe to a pressure pipe for sending P2 secondary effluent to GWRS (Base Bid ‐ FRP versus Alternate Bid ‐ HDPE)

Overview of Proposed Access Pits • OCSD has three sewer lines within this easement/utility corridor – the 66‐inch and 120‐ inch and 84‐inch • There are 11 proposed access pits (yellow/red) • At no point shall any excavation occur within the Santa Ana River ROW. This right of way shall be properly surveyed to ensure its location • Dewatering/Noise Barriers at certain access pits may be required

Items to Note • OCSD High Pressure Digester Gas (HPDG) Line – Special Instructions when working near this line • When heavy equipment is operating over existing effluent pipelines and HPDG pipeline steel plating shall be placed • Caution with Overhead Powerlines • Ocean Outfall Booster Pump Station Bulkhead – Per contract the bulkhead installation for pipeline isolation requires coordination per Spec 01140 • Access Pits are in areas Open to Public – Ensure Access Pits are Secured

  8. OCWD GWRS Final Expansion Project • Funding for the all three contracts is to be provided by WIFIA program through EPA and State Revolving Fund Loans • Requirements for these funding sources are included in the bid documents and will be briefly summarized today

  9. GWRS Final Expansion Project ‐ Schedule • Contract 1 – Groundwater Replenishment System Final Expansion Project was awarded to Shimmick Construction Company, Inc. (SCCI). Construction Duration is November 2, 2019 through February 18, 2023 • Contract 2 – P2 SE Pipeline Rehabilitation Project to be awarded in Summer 2020. Construction Duration is 290 calendar days • Coordination with Contract 1 required for tie‐ins at North Point of Connection & South Point of Connection to be completed July 1, 2021

P2 SE Pipeline Rehabilitation Project • Bids Due Tuesday, May 26, 2020 at 2pm at OCWD guard shack – Bid Opening will be read publicly via Zoom at 2:15pm (link on website) • Bid phase RFIs to be emailed to Project Manager, Sandy Scott‐Roberts (sscott@ocwd.com). Questions/Answers to RFIs will be posted in addendums. • Proposed Contract Award Date: Wednesday, July 15 th – Issue NTP in August 2020 • All that have downloaded the Bid Documents are added to the Plan Holders List (PHL). Addendums will be posted on OCWD website and notification of addendums will be sent to all on the PHL. Please contact Audrey Perry (aperry@ocwd.com) to be added to PHL.
