AUDIT APPROACH

• Communicate with key finance and accounting personnel

immediately after contract execution and continuing throughout the year to address and resolve technical issues and any other concerns before year end and to avoid surprises

• Plan the audits – financial statement and single - using a risk

based approach

• Use recognized leading audit software tools to perform computer-

assisted auditing techniques to clerically test and age data files, select audit samples, and test calculations as well as to stratify data and perform exception reporting

• Review auditor’s opinions and management letters and

conclusions with County personnel prior to issuance

AUDIT APPROACH

Value Added:

• The SDA Team is available for questions throughout the year.
• We will be a technical resource in implementing new

Governmental Accounting Standards Board pronouncements, as applicable.

• We will provide 24 hours of continuing professional education to

Broward County staff, of which a minimum of 16 hours will be in Governmental Accounting and Auditing.

• Our IT Team will review the County’s general and accounting

controls, both manual and automated.

• This is especially pertinent in the County’s information systems

environment, since the implementation and integration of the County’s new ERP system.

• IT personnel will work closely with the engagement partner and

managers to effectively analyze, document and communicate the system review.

• The results of the testing of the County’s information systems

environment will influence the nature, timing and extent of audit procedures – in particular, those that relate to our testing and reporting of internal controls.

• BDO’s IT personnel have experience in providing audit services

to local governmental entities that have implemented PeopleSoft financial modules and understand potential challenges that may arise.
