Role of a LEP

  • Government White Paper on Housing has prompted a debate on the LEP role in

housing;

  • Aylesbury Garden Town and Enterprise Zone initiatives have created a context to be

proactive;

  • Wider engagement with National Infrastructure Commission mark the local area out

as essential for national growth;

  • Aylesbury has long been identified as a growth town – previously in South East Plan

and now as a designated Garden Town.

  • As Planning Authorities concentrate on policy and development management some

LEPs are considering the nature and role of market disruption.

How to Disrupt?

  • Challenge is to how to respond with right infrastructure:

Economic/Transport/Housing:

  • BTVLEP (Bucks Advantage) promoted Aylesbury Woodlands because it is key site to

deliver the Strategic Economic Plan;

  • It is a very challenging site but BA wanted to fill a gap where ordinary developers

would not venture;

  • It will deliver an Enterprise Zone to consolidate Aylesbury as a truly sustainable

community with a thriving economy;

  • It will deliver the Eastern Link Road (South) to enable orbital movements – critical to

keeping the town moving;

  • It will offer something new for Aylesbury in terms of its housing offer – a major
  • pportunity for custom and self- build housing – more the former is what we

envisage.

Task Force

  • During consideration of our application we engaged with the newly established RtB

Task Force to obtain the benefit of their advice and experience and to validate/ guide the inclusion of custom and self build in our scheme.

  • Extremely helpful input that resulted in an April 2017 report – strongly recommend it

to you. This is a new area and we all need confidence we are on the right track.

  • Recommendations covered:
  • Clustering parcels for market and affordable Custom and some Self Build plots
  • How Custom and Self Build should be treated in conditions/ agreements in an
  • utline permission, links to a Design Code and potential Local Development

Order and treatment in Reserved Matters applications

  • Links to viability assessments and provision of affordable housing
  • Moving to encourage local housing associations and envisaged delivery partners

to support Custom and Self Build housing

  • Working with AVDC on topic area.

Vision and Key Objectives

  • Deliver the Eastern Link Road South (ELR(S)) to reduce congestion and improve the quality of

the town centre environment, whilst improving strategic connectivity with Milton Keynes and the M25;

  • Create a new employment-led mixed use neighbourhood at the more strategically located

eastern edge of Aylesbury. This development will leverage the industry-leading, high-tech food manufacturing capability at Arla;

  • Provide a high quality residential development, part of which will be custom build, on the

eastern edge of Aylesbury, which will offer something quite different to the existing and proposed housing developments in and around Aylesbury town;

  • Build upon the Paralympic sporting heritage of Aylesbury by developing landmark sporting

facilities with associated athletes’ accommodation;

  • Locate Green Infrastructure to link or extend the network of existing sites, providing green

corridors for wildlife and people from urban through suburban to the rural environment. This network of multi-functional green spaces will form a key component of the Aylesbury Linear Park; and

  • Optimise the value of the Grand Union Canal, by creating a new canal-side destination and

bring water into the design.
