Some reflections & lessons from experience
- Ukraine choice: aspires to be like Russia vs. Poland
(or, Venezuela vs. Chile)? To ‘win’, principles:
- Central government cannot do it alone: i) Subnational
Reforms, & ii) Ukraine Citizens/NGO/MPs/media
- Competition across oblasts/cities, power of data &
Citizens -- towards an Anticorruption Observatory, with public data on: i) corruption; ii) Impunity (Index?), & iii) implementation of anticorruption reforms
- Transparency: economic, financial, institutional, political
- Reform SOEs, & Judiciary (No to Impunity – Guatemala?)
- Tax Reform: Simple, No discretion or loopholes, enforce
YES, IT CAN BE DONE, BY PEOPLE AND LEADERSHIP!
