State Safety Oversight

 Federal Requirements:

• 49 CFR Part 659(formerly) 49 CFR Part 674 –

Rail Fixed Guideway Systems; State Safety Oversight

• Applies only to Rail Fixed Guideway Systems not

subject to FRA guidelines

 States must designate a Safety Oversight Agency

• ODOT was designated by the Governor;

specifically Transit Programs Division – April 2016 (as of July, 2019 Office of Mobility and Public Transit)

 OK State Law: Title 69 Section 4019 – Passed April

Overview

 ODOT’s responsibilities include, but are not limited to:

• Oversight of agency’s safety and security reviews and plans
• Develop State Safety Oversight Program Standards
• Accident investigations/Review
• Annual Reporting
• Auditing/Inspections
• Assure compliance with 49 CFR 674
• Corrective Action Plan

 Ernie Mbroh and Steve Jagosh obtained their Transit Safety

and Security Program (TSSP)-Rail Certification in April 2018 per the FTA program certification requirements of a Primary and Secondary certified project manager

 Oklahoma SSO Program FTA Certified on October 23, 2018

Role of the RTA

 Agency Safety Plan and PTASP  Internal Safety Audits and Reporting  Hazard Management Plan:

• Identifying, classifying and mitigating

hazards

 Reporting of accidents or hazards  Preparing and implementing Corrective

Action Plans

 Safety Certification Program

 Streetcar has 2 routes

around downtown OKC totaling approximately 6 track miles

 7 Streetcars  21 Stops
