Non SDA Housing Options Specialist Disability Accommodation (SDA) • Commercially & recurrently funded high needs • Build on existing Shared Support Accommodation (SDA) • Grow from 14000 places to 28000 but still 6% High Needs non SDA • Can include people with $100,000.00 funding p.a • Better housing = more efficient and effective support

  4. Non SDA Housing Options Accessing Public & Community Housing • New waiting list structure and new access mechanism • Most NDIS recipients eligible for Priority Access Private rental Private Ownership • Family funded housing – Wallsend • Small but increasing number funding own developments

  5. SDA Rules: • NDIS – Max 5 SDA residents per roof • Max 10 per site if 1 or 2 br. Else 15 pax. • Limitation of NDIS SDA Rules Categories of SDA dwellings: Livable Housing Australia introduced Silver, Gold, Platinum performance levels NDIA use Basic – High Physical • Basic • Improved Accessibility • Fully Accessible ( SILVER ) - 7 core design elements • Robust ( GOLD ) – 9 core design elements ( Silver + 2 ) • High Physical ( PLATINUM ) – 15 core design elements

  6. Who gets SDA? SDA ELIGABLE “Extreme Functional “Very High Support Needs” Impairment” #1 Previously lived in SDA OR Very High P2P Supports #2 In mobility, self-care or self- management AND very high P2P supports Informal care not available or Risk to themselves or others sustainable OR #4 #3

Background • NDIS is one of the largest social reforms in the last 40 years • Will provide services to 460,000 people with a disability • Within 5 years NDIS expenditure will be equal to residential & community aged care combined with an annual expenditure of $22BN • CHOICE & CONTROL vs REASONABLE & NECCASSARY

SDA Definition • SDA is housing for NDIS participants with high support needs • SDA usually require overnight support ($120K pa +) • Only 6% of NDIS recipients will be eligible for SDA Growth • National SDA from 14,000 to 28,000 by 2022 • Not all SSA properties can be registered as SDA (legacy) • Not everyone in SSA today would qualify for SDA (existing continue in SDA)

SDA Details SDA Annual Payment • From $4k - $107k per person pa • 4 Building types – Apartment; Villa / Duplex / Townhouse; House & Group Home • No more than 5 people in a single SDA dwelling • ‘intentional communities’ exemption • Non compliant properties limited term lessor funding “legacy” • Geography & additional features e.g Sprinklers Policies • Choice of Provider • Separation of Housing and Support • Access and Vacancy

SDA Payment To receive SDA payment • Enrolled SDA property (meets NDIS standard) • Property meets BCA standards • Has an appointed SDA Manager (could be owner) • Managed by Registered SDA Provider • NDIS recipient have SDA in their Plan • Participant occupying SDA property SDA Growth • Demand from Young People in Aged Care • People living with aged carers • In respite • In child protection • Growth will mainly be in Villa / Apartment NOT Group Home
