Technical Working Groups • Five TWGs were formed based on thematic areas/topics: • Infrastructure, Connectivity and Devices • Content, Applications and Innovations • Capacity building and Awareness • Policy, Legal and Regulatory Issues • Finance and Investment • Goal of TWGs was to develop understanding of the core issues, concerns, needs, and opportunities for enhancing broadband Each group concentrated on its key focus area/topics, with the aim of producing specific action-oriented recommendations to include within the overall, integrated Broadband Strategy. • TWGs addressed basic questions in relation to their focus area topics. • TWGs were allowed to modify or expand these questions as internal deliberations proceeded, to cover all relevant issues and ideas.

  4. Technical Working Groups • Each group addressed the following basic questions: • Status : What is the current status of broadband-related deployments, investments, market development, and/or policy frameworks in the topic area in question? • Trend s: How fast or effective have broadband-related developments been advancing in Kenya? What is the near-term outlook for further progress? • Needs : What are the most critical gaps or needs that must be addressed to accelerate broadband growth? • Constraints : What are the main constraints that inhibit more rapid or widespread broadband development in Kenya? How could these constraints be overcome? • Stakeholders : What are the stakeholder entities, public and private, are in the best position to take effective steps to promote broadband growth? What could/should they do as highest priority actions? • Linkages : What are the key areas of interdependence and mutual cooperation that should be explored among stakeholders? • Economics : What are the key economic characteristics of the needs, opportunities, and initiatives identified: what will they cost, how will they affect market demand and the economy as a whole? • Recommendations : What specific projects, programs, policies, or other initiatives should be carried out to achieve maximum impact?

Summary and Way Forward  The National Broadband Strategy is the link to realizing Vision 2030, ICT Objectives.  ICT integration in all sectors of the economy is key for future prosperity of Kenya.  The National Broadband Strategy implementation is supported by the highest authority in government.  A well structured and funded NBS implementation will enhance content development, delivery and deployment of access network.  Monitor and evaluation systems to ensure successful deployment.
