  1. 7/21/16 2016-17 Baseball Brad Allen, NCHSAA Board of Directors Mark Dreibelbis, Associate Commissioner Brad Alford, Director of Sports and Championships NFHS RULES CHANGES RULE 6-2-6 § § Each State Association is required to develop its own pitch count regulations. § “The NCHSAA was notified last week of the NFHS Baseball Rules Committee’s decision to require state associations to set pitching restrictions based on a pitch count. In the coming weeks NCHSAA Staff will be working closely in partnership with the Baseball Coaches Association and the Sports Medicine Advisory Committee to craft and implement the policy that will govern this regulation going forward in the NCHSAA.” 1

  2. 7/21/16 NFHS RULES CHANGES § RULE 2-32-2 § A slide at home plate is legal if the runner goes beyond the plate and makes contact with the fielder/catcher if his momentum is in line with the baseline extended. § RATIONALE – without a raised base, a player making a slide cannot stop short of contact…gave the defense an unfair advantage. § Rule remains in place at all other bases…if the runner goes beyond the base and makes contact with or alters the play of the fielder, the runner is declared out. NFHS RULES CHANGES § RULE 3-3-1 § Umpire has the ability to give three (3) warnings to a coach or player before he or she is ejected. § This is a tiered system to provide a teachable moment to change their unsportsmanlike behavior in order to stay in the game. 2

  3. 7/21/16 NFHS RULES CHANGES § RULE 8-3 § When a plate umpire hinders, impedes, or prevents a catcher’s throw attempting to prevent a stolen base or retire a runner on a pickoff play, if an out is NOT made at the end of the catcher’s INITIAL throw, the ball shall be dead and all runners shall return to the base(s) occupied at the time of the interference. § RATIONALE – This was a case play not covered by rule code. NFHS RULES CHANGES § Rule 3-2-2 § No coach shall physically assist a runner during playing action -- PENALTY CHANGE § Runner shall be called out immediately and the play continues. • Other runners are no longer required to return to their base at the time of the Coach’s interference. 3

Any ticket purchased after session 1, but prior to session 2 will be $12.00. Session 1 and 3 will remain $8.00 ª Board Approved Items Skill Development/Dead Periods ª Dead Periods lengthened • › Fall: August 1 - September 15 › Winter: October 31 - December 15 › Spring: February 13 - April 1 › Also during football skill development Unlimited numbers during skill development ª Max of 1.5 hours a day • Playoff Berths/Qualifications/Seeding ª 1 year pilot for all sports • 7

  8. 7/21/16 Board Approved Items Pre-participation physicals require once every 395 days ² Require game officials to obtain and record the name of the ² game day administrator in charge of the event. If no administrator is available, the Head Coach will be ² designated as the game day administrator. Game day administrator will assign staff to monitor ² lightning 2017-18: WBGT readings must be taken by the AT/FR or ² designee not more than 30 minutes before the beginning of practice. Subsequent readings must be taken whenever water/rest breaks are taken or every 30 minutes, whichever comes first Board Approved Items Fines for non-compliance maxed at $2,500. ª If a school/personnel has been non-compliant • earlier in the academic year, the fine(s) are not reduced. $500 penalty for practicing a student not currently enrolled ª at school.
