OUR VISION

Our vision is that in 2036 Shenley will have maintained and improved its distinctive attractive character and heritage as a beautiful rural

  • village. A setting that has evolved over ten

centuries, surrounded by highly valued open countryside most of which is still actively farmed with an active and diverse community served well by its amenities and facilities including an improved walking, cycling and public transport provision.

WHY IS A PLAN IMPORTANT?

Creates a specific planning policy for all future development in Shenley which must be adopted by Hertsmere Borough Council when determining applications in the Parish. Creates design codes which set appropriate standards for all future development in Shenley. Valid for the next 15 years.

WHY IS A PLAN IMPORTANT?

Without a neighbourhood plan an area is just judged on the general local authority planning guidelines, most of which are quite vague as they need to apply to a wide variety of planning environments.

Some developments in Shenley have not been in-keeping with the rural nature of the existing village This policy aims to ensure that any future development is consistent with the character of the area Encourages designs to enhance the area while maintaining the local landscape Requires proposals to follow the Shenley Design Principles & Code which are also defined in the Plan Helps developers meet requirements by being specific while offering a wide range of approaches

Layouts must follow local rural patterns Proposals to include comprehensive design documents for scrutiny Material choices to be signed off by a conservation or case officer Plot sizes must reflect the area and landscape and provide social spaces Proposals should include a range of building sizes

This policy defines an area around the old village where additional rules apply to any proposed development It includes the existing conservation zones, Shenley Park, and an area west of London Road which may be included in the Hertmere Local Plan Some development within the Special Policy Area could be supported if important requirements are met to ensure it fulfils the Plan’s needs The policy aims to apply some Green Belt rules to areas that Hertsmere may remove from the Green Belt and to any brownfield sites that may become available Encourages the use of community-led planning schemes such as a Neighbourhood Development Order or a Community Right or Build Order
