DECISION REQUIRED ON NEXT STEPS & QUESTIONS PUT TO HDC ON 21st. APRIL ‘17

  • 1. Produce an NP with no new HNS and just include Green Spaces. Would HDC

support or not and would it get through the Inspector.

  • 2. Produce an NP with new HNS and development site allocation. You said this

would identify a higher number of houses and as we already have great problems finding sites outside of SDNP to meet our initial HNS requirements would this also require a new Call for Sites. As we are unlikely to meet this demand, how is this dealt with by HDC / the Inspector.

  • 3. Do nothing at all, put the NP on hold for a few years until HDC carry out their

new Housing review, allocate a quota to each Parish and then we will clearly know what is required of us. (don't think this would have any impact on CIL as no new large developments planned in UB over next few years. COULD THERE BE ANY OTHER IMPACTS THAT YOU CAN MAKE US AWARE OF IF WE WENT DOWN THIS LINE).

  • 4. Ask Henfield if we could be part of their NP and let them help with doing item

2 as they are about to start theirs again. (unlikely to be a goer as extra demand

  • 1. There is a risk that an NP that does not provide sites for housing (Option 1)would not

pass an examination, where it can be demonstrated that suitable sites are available. If this is the case the plan would not conform with the HDPF or meet the Basic Conditions.

  • 2. HDC’s recommendation is that the PC continues to develop its NP with site allocations

(Option 2). HDC’s own policies require 1500 homes to be delivered through NPs. In

  • rder for Parishes to be considered to be in conformity with this approach we would

expect that parishes make specific allocations unless there are very specific circumstances as to why this would not be appropriate. Settlements with Built Up Area Boundaries (BUABs) such as Upper Beeding are identified as the key locations for further expansion.

  • 3. There is a significant risk that option 3 would not lead to a successful Neighbourhood

Plan and its policies would not form part of the Development Plan. In these circumstances HDC would need to allocate sites as part of a review of the Local Plan (HDPF) with the local community no longer taking the lead in shaping the future of development and planning matters in their parish.

  • 4. Joint working with Henfield (Option 4)would require both parties to revoke their current

area designation status and reapply as a joint cluster. This will lengthen the plan preparation process and be dependent on Henfield’s willingness to develop a plan in conjunction with Upper Beeding.

CHURCH FARM (17)

  • The site is 1.1 acres (0.45 hectares)
  • 12 dwellings together with parking and landscaping.
  • 30% would be affordable and ensure they are occupied by local people.
  • Smaller 2-3 bedroom housing and possibly one or two bungalows.
  • Access to the site cannot be via Church Farm Walk / Church Lane and

will have to be via Countryside Farm Park

  • Any planning application will fully address any ecological issues
  • Reside will always use local materials wherever possible and in this

instance there will be an element of flint.

  • The proposed site is adjacent to the Grade II Listed church and will need

to be sensitively designed to respect the overall setting.

  • Reside will be pleased to look at creating a footpath link through the

development to link into the existing public network.

Requirements & Next Steps for Local Businesses from the Local Economy Team

Issues raised through the surveys were:

  • Lack of parking High St UB, poor parking in Hyde Sq (need for designated bays),
  • Lack of places to eat in UB,
  • Poor public transport serving Mackleys & Golding Barn,
  • Poor mobile and broadband communications,
  • More retail units requested
  • Increase in GP surgery times.

The Cement Works identified:

  • Lack of suitable affordable premises to rent and short term planning cycles
  • Lack of confidence to invest and no confidence in the long term future of the site.
  • What will happen now Steve Dudman owns the site

  • Road re-construction at the roundabout at the east end of the High Street. Until proper consideration is

given to this, any development to the north of this junction involving Hyde Lane, Hyde Street and Pound Lane will be severely hampered as access for construction traffic, and the regular traffic any development will generate, will create unacceptable hazards.

  • Consideration should be given to providing better opportunities for cyclists and pedestrians, including

marked and protected routes, in particular connecting Beeding with Steyning and Henfield. Perhaps using the footpath and iron bridge which connect Church Lane in Beeding with Kings Barn Lane in Bramber and introducing a cycle lane on the A2037

  • An education and awareness campaign to encourage more owners of vehicles to park on their own property

in some way rather than on the highway.

  • The provision of a fully operational doctor’s practice in the village.
  • Further investment in the UB Primary School Old building will be needed if the population were to increase

as currently anticipated.

  • Steyning Grammar School building requires some re-development to meet the future needs of this NP

area’s secondary age children.

  • Parish Council seek further independent expert advice on the adequacy of the sewage and waste water

systems in the north and east of the village before any further expansions

  • That one of the Bus Services should divert through the northern part of the village. This could be achieved

by some road widening in the area or consider the use of a mini bus service,

  • That the Parish Council identifies an area of land in the community for general play and recreation.
  • That a properly equipped Sports Pavilion be erected on the playing field as soon as practicable
  • Public Toilets should be provided in the Memorial Playing Fields.
  • Creation of a community-owned, dedicated youth space, fit for purpose using Community Infrastructure

Levy funds.
